El presente plan estratégico para la provincia Mariscal Cáceres tiene como objetivo
primordial establecer las estrategias hacia el 2030 que le permitan un crecimiento económico
sostenido, socialmente responsable y una mejora sustantiva en la calidad de vida de sus
pobladores. En este documento, se describe la realidad actual de Mariscal Cáceres en relación
con el país y el mundo. Dicha información hace posible determinar cuáles son sus fortalezas
y debilidades, e identificar qué oportunidades y amenazas se presentan en su entorno.
Asimismo, se efectuó un análisis interno y externo de la provincia. A partir de ello, se ha
identificado que existe un importante potencial en el sector turismo y acuícola; además del
sector agrícola, que ya forma parte de su identidad. Estas ventajas no son aprovechadas,
debido a la deficiente infraestructura vial, falta de servicios básicos, turísticos, tecnológicos
entre otros; que llegan a ser preocupantes junto a los bajos niveles de salud y educación
reflejados en su Índice de Desarrollo Humano (IDH). Finalmente, se establecen estrategias
que permitan a Mariscal Cáceres ser una provincia competitiva, con el fin de aprovechar sus
recursos potenciales y su ubicación geográfica. Todo ello se propone con miras al desarrollo
sostenible en el tiempo mediante acciones como fomentar la industrialización del cacao en el
sector agrícola; la tilapia y la gamitana, en el sector acuícola y, en el sector turismo, poner en
valor el Gran Pajatén y el Parque Nacional Abiseo; entre otros atractivos turísticos. Por esta
razón, es importante contar con el apoyo de la inversión pública y privada para el desarrollo
de la infraestructura necesaria que permita la interconexión con los diferentes mercados, de
tal forma que mejore el nivel de vida de la población; además de la creación de clústeres en
los sectores propuestos para su desarrollo y modernización / The present Strategic Plan for Mariscal Cáceres province has as its primary objective, to
establish the strategies that will allow sustained economic growth, in a socially responsible
way and a substantive improvement in the quality of life of its inhabitants by 2030. This
document describes the current reality of Mariscal Cáceres in relation to the country and the
world. Such information makes possible to determine Mariscal Cáceres province's strengths
and weaknesses, as well as to identify the environmental opportunities and threats. Similarly,
an internal and external analysis of the province was developed. Afterwards, it has been
identified that there is an important potential in the tourism and aquaculture sector, in
addition to the agricultural sector, which is already part of the province´s identity. These
advantages have not been taken, due to the inefficient road infrastructure, lack of basic
services, tourist services, technological services, among others. All of this becomes worrying
along with the low levels of health and education reflected in its Human Development Index
(HDI). Finally, the strategies that allow Mariscal Cáceres to be a competitive province, in
order to take advantage of its potential resources and geographical location, are established.
All this is proposed with a sustainable development view over time, through actions such as
promoting the industrialization of cocoa in the agricultural sector; the tilapia and gamitana, in
the aquaculture sector and, in the tourism sector, to put the Gran Pajatén in value as well as
the Abiseo National Park; among other touristic attractions. Therefore, it is important to
count on the support of public and private investment in order to develop the necessary
infrastructure that will allow the interconnection with the different markets, so as to improve
the standard of living of the population; in addition to the creation of clusters in the proposed
sectors for their development and modernization
