Planeamiento estratégico de la Provincia de El Dorado – Región San Martín

La presente tesis desarrolla el plan estratégico para la Provincia de El Dorado, en el
cual se empleó el Modelo Secuencial del Proceso Estratégico, descrito en el libro El Proceso
Estratégico: Un Enfoque de Gerencia, de F. A. D’Alessio (2015), y que sirve como
estructura para alcanzar la visión esperada de la provincia. El Dorado presenta aspectos
desfavorables, siendo los principales problemas las tierras deforestadas el cual limita el
desarrollo de la agricultura y la reducida infraestructura para el turismo.
La presente investigación formula una visión que afronte los retos que tiene El
Dorado, en este contexto, se analizaron los factores internos, detectándose cinco fortalezas y
seis debilidades. Del mismo modo, se analizaron los factores externos, identificándose siete
oportunidades y seis amenazas que inciden desde el externo en la provincia. En función de
ambos factores se seleccionan las estrategias, los objetivos de largo y corto plazo, siendo
estos últimos medidos a través de indicadores que den a conocer los avances logrados.
Finalmente, cabe precisar que El Dorado debe enfocarse en el desarrollo de las
actividades económicas como: (a) agricultura, principalmente de cacao como de café; y (b) el
ecoturismo, logrando que El Dorado sea competitivo; teniendo en consideración los
objetivos: (a) reducir el área deforestada en la provincia, (b) atraer la inversión tanto en
agricultura como en infraestructura, y (c) desarrollar en conjunto el progreso educativo en sus
escuelas. De esta manera lograr el desarrollo económico y el bienestar de la población / The present document develops the strategic plan for the El Dorado province from
2012 to 2030. The Sequential Model of the strategic process, described in the book The
Strategic Process: A Management Approach by F. A. D’Alessio (2015) was used, which
served as a map for the elaboration of this work with the end that this province find its future
and reach its established vision. El Dorado presents so many adverse aspects but, through a
joint work, that situation could be overcome and take advantage of the economic context of
the country, by the use of existent regional and local attributes, although it would require
several years of work. Thus, it’s essential that since now not only authorities but also the
most relevant social players have a proposal that contributes with the economic development
as well as with the wellness of the population, considering that they are both a priority.
According to the exposed circumstances this investigation shows the establishment of
a vision that faces the challenges that will be present not only internally, supported in the
identification of strengths and weaknesses, but also externally, identifying opportunities and
threats, so that based on this be able to select strategies associated with long and short term
objectives, and to measure short term objectives with indicators that allow to know the
achieved progress.
Finally, it’s important to emphasize that the future of El Dorado must be focused in
the development of economic activities such as agriculture of cocoa and coffee as well as
tourism, which must be supported on a constant search of competitiveness, considering the
objectives to reduce the deforested area in the province as well as to attract investment in
agriculture and infrastructure, developed along with the progress in its schools. All this
oriented to develop the local economy with the objective to increase the general well-being of
the population
