Previous issue date: 2006-07-27 / Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / This piece of work describes teachers doing their job in the Brazilian high school system, their educational formation and selection.
It shows actions established by the Secretary of Education of the State of São Paulo, and schools ruled by this organization, concerning how to select teachers for high school level, comparing them with selective guides expressed in the LDB and in other state legislation, trying to observe the impacts (or lack of them) caused by laws in ancient practices historically rooted in the Brazilian public school system. The hypothesis governing this investigation shows that there are inconsistencies and incoherences in their
establishment as regards the executive sphere of our educational system, which favour the rising of conservative forces, crystallized as old
practices to solve school problems daily.
State high schools in Santos (SP) were the object of this research done in 2005. From the nformation gathered through documentary analysis and answers given by teachers, and also through
semi-structured interviews, a professional profile of teachers was devised, comparing it with the system exigencies, identifying actions ruling their selection and showing their manifestation regarding some impact over the
non-development of educators.
The studies on school culture and bureaucracy by Gimeno Sacristán, Pérez Gómez, Julia, Viñao Frago and Weber, among others, were
theoretical sources for the critical analysis of the gathered data.
Mitigation, disorganization and constancy were important keys for this work / O presente trabalho trata do professor do ensino médio, sua formação e seleção. Focalizam-se as ações instauradas atualmente, pela Secretaria de Educação do estado de São Paulo e as escolas a ela subordinadas, para a seleção de professores que atuam no ensino médio, cotejando-as com as regras de seleção propostas pela última LDB e legislação correlata também em âmbito estadual, tentando verificar os impactos que a Lei causou (ou não) naquelas práticas enraizadas historicamente no sistema escolar público. A hipótese que rege esta investigação é a de que há inconsistências e incoerências na normatização na esfera executiva do sistema de ensino que favorecem o recrudescimento de forças conservadoras cristalizadas em forma de práticas voltadas para a resolução de problemas do cotidiano escolar.
As escolas estaduais de ensino médio do município de Santos (SP) foram o campo empírico desta pesquisa realizada em 2005. A partir de informações obtidas por meio de análise documental e de respostas fornecidas por professores a questionários padronizados e entrevistas semi-estruturadas, objetivou-se caracterizar o perfil profissional do professor, confrontá-lo com as exigências do sistema, identificar ações que regulam a sua seleção e explicitar sua manifestação sobre o impacto da não-formação no exercício da docência.
Os estudos sobre cultura escolar e burocracia apoiados em Gimeno Sacristán, Pérez Gómez, Julia, Viñao Frago e Weber, entre outros, constituíram fontes teóricas para a análise crítica dos dados coletados.
