Previous issue date: 2017-05-15 / The present work intends to verify the outsourcing in public higher education institutions
of the State of Goiás, in order to trace a general theoretical reference, passing through the
evolution of the productive systems and the insertion of outsourcing as a management tool,
as well as legislation has addressed this phenomenon. In the study, it was divided into two
parts, the first one a bibliometric study that aims to evaluate the scientific production on
the subject of outsourcing tabulating the results obtained to understand the directions of
scientific production on the subject. There has been a growing increase in production in
recent years, but still with a lot of conceptual differences. The second study focused on the
materialization of outsourcing in the public higher education institutions of the State of
Goiás by means of the analysis of the outsourcing contracts and the judicial processes
resulting from this contract, where it can be verified the constant increase of the use of this
tool of Management in these organizations, but also the failures in contracts that lead to
judicial convictions, demonstrating that there is in fact precarious work, since there are
losses to workers in these conditions. / O presente trabalho se propõe a verificar a terceirização nas instituições de ensino superior
públicas do Estado Goiás, para tanto buscou-se traçar um referencial teórico geral,
passando pela evolução dos sistemas produtivos e a inserção da terceirização como
ferramenta de gestão, bem como forma a legislação pátria tem tratado este fenômeno. Na
realização do estudo, o mesmo foi divido em duas partes, sendo o primeiro um estudo
bibliométrico que se propõe a avaliar a produção científica sobre o tema terceirização
tabulando os resultados obtidos para entender os rumos da produção científica sobre a
temática. Verificou-se um crescente aumento da produção nos últimos anos, mas ainda
com bastante divergências conceituais. Já o segundo estudo debruçou-se sobre a
materialização da terceirização nas instituições de ensino superior públicas do Estado de
Goiás por meio da análise dos contratos de terceirização e dos processos judiciais
decorrentes deste contrato, onde se pode apurar o aumento constante da utilização desta
ferramenta de gestão nestas organizações, mas verificou-se também as falhas nos contratos
que levam a condenações judiciais, demonstrando que de fato existe precarização do
trabalho, vez que há prejuízos aos trabalhadores nestas condições.
