El presente trabajo de investigación tiene por objetivo identificar los factores
que motivaron el cambio de agenda de una de las coaliciones de
organizaciones de derechos humanos más reconocidas en América Latina : la
Coordinadora Nacional de Derechos Humanos. Pese a que, desde sus inicios,
el foco de atención de la coalición estuvo dirigido a la atención de los derechos
civiles y políticos durante el periodo de violencia política (1980-2000), el inicio
de una transición democrática planteó nuevos desafíos para la organización, en
donde se comienza a incorporar la adopción de una perspectiva integral de
derechos humanos. Bajo este contexto, el estudio se concentra en analizar
aquellos factores internos como externos que dieron paso a un cambio de
agenda de la coalición entre los años 2006 y 2011 y junto a ello desarrollar un
análisis de los costes y beneficios que la adopción de este nuevo enfoque tuvo
para la vigencia de una coalición como la Coordinadora. En este caso, se
identifican tres variables en concreto. Estas constituyen el contexto político
influenciado por el liderazgo del jefe de Estado y la criminalización de la
protesta de ONG ambientalistas, la relación con la cooperación internacional y
el liderazgo por parte del Secretario Ejecutivo en la Coordinadora. Asimismo,
esta investigación estará basada a partir de la revisión de documentos e
informes de la Coordinadora, así como el desarrollo de entrevistas con actores
claves. El presente de caso conserva un alto grado de relevancia al contribuir
con la comprensión de la dinámica e interacción que ONG de derechos
humanos establecen con los gobiernos, resaltando la labor de incidencia
política de ONG para canalizar sus demandas. De igual manera, el estudio de
la coalición de organizaciones permite profundizar las presiones externas e
internas que convergen en la estabilidad y legitimidad de ONG en América
Latina. / The aim of this research work is to identify the factors that motivated the change
in agenda of one of the most recognized coalitions of human rights
organizations in the region: The National Human Rights Coordinator. Despite
the fact that, from the beginning, the focus of the coalition was on civil and
political rights of the victims of the internal armed conflict, the arrival of the
democratic transition gave new challenges for the organization. For this reason,
the Coordinator needed to decide whether or not to adopt a comprehensive
human rights approach. Given this context, the study concentrates on analyzing
the internal and external factors which motivated to a change in the coalition's
agenda between 2006 and 2011, In addition of that, an analysis of the costs
and benefits of the adoption of these changes in the Coordinator will also be
developed.In order to answer the question, there have been identified three
different variables. These are the political context influenced by the leadership
of the head of state and the criminalization of the protest (1), the relationship
with international cooperation (2) and the leadership of the Executive Secretary
in the Coordinator (3). Likewise, this research will be based on the review of
documents and reports of the Coordinator, as well as the development of
interviews with key actors. Finally, this case has a high degree of relevance as it
contributes to the understanding of the dynamics and interaction that human
rights NGOs establish with governments, highlighting the advocacy work of
NGOs to channel their demands. Similarly, the study of the coalition of
organizations allows a deeper understanding of the external and internal
pressures that determinate the stability and legitimacy of NGOs in Latin
America.
