In this case study, I have outlined a knowledge gap regarding the municipalities work on securing that out-sourced companies within the health care sector provides quality that is in line with the contract, as well as the Swedish legislation. I have used the principal-agent-theory and applied it to the context of Umeå municipality, and two of the companies of which the municipality has out-sourced it’s health care service to. The empirical material that was used in this study was public records, which I requested from the city Hall. The methods a municipality can use to exercise control over an out-sourced company includes rewards and sanctions, as well as continues follow-ups at the firm. However, as the result will show, this has to some extent been inadequate.
