Previous issue date: 2018-03-15 / Coordena??o de Aperfei?oamento de Pessoal de N?vel Superior - CAPES / Social philosophy is fundamentally concerned with the sphere of the "Social" (Das Sozialen), in which it is conceived as a ?discipline... which asks itself about our social practices, insti-tutions, and social relations, hence our forms of social life.? The "Social" deals with social relations (practices) as well as their institutions, in which they are understood as constitutive conditions for the effective exercise of individuality and freedom. Institutions, in turn, differ as common social practices or as social practices mediated by norms (social institutions). In this context, the central question is set out in an explicit way: what an institution is, how it functions and how it works. Hence a challenge presented in this doctoral dissertation, from the point of view of both social philosophy and critical-normative research, and taking into account the deliberative-participatory democratic scenario in a public sphere, so as to think of the social institution not only as the backbone of society, but above all to think of its ancho-ring together with the social-ontological approach with a view (telos) to emancipation, whose praxis is fundamentally based on the struggle for the acquisition of social goods. This thesis intends to present a possibility of answer to the problem of the depoliticization of the public sphere anchoring itself in the basic premise of a social-ontological argument for the critical research in which it assumes the position that the participatory budgeting (which is itself a form of social and political life) as a participative institution (social entity) can help in the process of repolitization of the public sphere by establishing itself in a democratic society as a social and normative medium with pretensions to the resolution of social pathologies. / A filosofia social se ocupa fundamentalmente da esfera do ?Social? (Das Sozialen) no qual ? concebido enquanto uma ?disciplina [...] que se pergunta por nossas pr?ticas sociais, institui-??es e rela??es sociais, portanto, de nossas formas de vida sociais?. O ?Social? trata das rela-??es (pr?ticas) sociais bem como em suas institui??es nas quais sejam compreendidas enquan-to condi??es constitutivas para o exerc?cio efetivo da individualidade e liberdade. As institui-??es, por sua vez, diferenciam-se enquanto pr?ticas sociais comuns ou enquanto pr?ticas soci-ais mediadas por normas (institui??es sociais). Nesse contexto, a quest?o central se estabelece em explicitar: o que ? uma institui??o, como ela funciona e como ela se efetiva. Da? que um desafio que se apresenta nesta tese, sob o ponto de vista tanto da filosofia social quanto da pesquisa cr?tico-normativa e levando em considera??o o cen?rio democr?tico deliberativo-participativo numa esfera p?blica, ? pensar a institui??o social n?o s? como espinha-dorsal da sociedade, mas, sobretudo, em pensar no seu ancoramento junto ? abordagem social-ontol?gica com telos ? emancipa??o cuja pr?xis se assenta fundamentalmente pela luta ? aqui-si??o dos bens sociais.
Esta tese pretende apresentar uma possibilidade de resposta ao problema da despolitiza??o da (na) esfera p?blica ancorando-se na premissa b?sica de um argumento social-ontol?gico para a pesquisa cr?tica no qual assume a posi??o de que o or?amento participativo (que ? uma for-ma de vida social-pol?tica e solid?ria) enquanto institui??o participativa (entidade social) pode auxiliar no processo de repolitiza??o da esfera p?blica ao se constituir na sociedade democr?-tica enquanto medium socionormativo com pretens?es de resolu??o das patologias sociais.
