Previous issue date: 2015-02-06 / CAPES / O presente estudo tem como objetivo aprofundar as reflexões a respeito do E-government (E-gov) sob a lente da Teoria do Discurso de Ernesto Laclau e Chantal Mouffe. Assim, exploramos o campo discursivo da inovação no setor público em Cabo Verde a fim de desvelarmos as lógicas social, política e fantasmática da articulação discursiva do E-gov. O método da retrodução proposto por Glynos e Howarth, foi utilizado para a análise das lógicas da articulação discursiva do E-gov, a partir dos discursos dos sujeitos que o constituíram. Como estratégia de pesquisa adotamos o estudo de caso instrumental. Os resultados mostram que, embora, o E-gov seja uma entidade incompleta, vulnerável e contingente, ‘informação eletrônica’ e ‘governação eletrônica’ são os significados mais vinculados a essa prática social pelos agentes sociais nas articulações discursivas. A identidade desses agentes depende da sua capacidade de reiterar os discursos de ‘aposta na sociedade da informação’, ‘E-government como uma opção estratégica para o desenvolvimento’ e da ‘reforma do Estado e modernização administrativa’ ao longo do tempo. Em torno do E-gov, têm sido articuladas demandas relacionadas aos aspectos tecnológicos intrínsecos a essa prática, em detrimento de demandas sociais que podem contribuir mais diretamente para a configuração de novos modelos de organização político-administrativa do Estado. Por isso, o E-gov revela-se um sistema discursivo impregnado de demandas relacionadas a um tecnicismo ocasional e à crença implícita dos seus agentes de que o uso das TIC pelas instituições públicas gera avanços estruturadores na modernização administrativa e transformação social. / This study aims to deepen the thoughts on E-government under the lens of the discourse theory of Ernesto Laclau and Chantal Mouffe. Thus, we explore the discursive field of innovation in public sector in Cape Verde to unveil the social, political and fantasmatic logics of the discursive articulation of E-gov. The method of retroduction proposed by Glynos and Howarth was used to analyze the logics of the discursive articulation of E-gov, from the discourses of the subjects that constituted it. As research strategy we adopted the instrumental case study. The results show that, although E-gov is an incomplete, vulnerable, and contingent entity, 'electronic information' and 'electronic governance' are the meanings most linked to this social practice by social agents in their discursive articulations. The identity of these agents depends on their ability to reiterate the discourses of 'bet in the information society', 'E-government as a strategic option for development', and 'state reform and administrative modernization' over time. Around E-gov, demands related to technological aspects intrinsic of this practice have been articulated, at the expense of social demands that can contribute more directly to the configuration of new models of political and administrative organization of the State. Therefore, E-gov proves to be a discursive system imbued of demands related to an occasional technicality and the implicit belief of its agents that the use of ICT by public institutions generates structuring advances in administrative modernization and social change.
