Previous issue date: 2012 / Resumo: Esta pesquisa tem como objetivo analisar a política do Programa Nacional de Integração da Educação Profissional com a Educação Básica na Modalidade de Educação de Jovens e Adultos - PROEJA- instituída no âmbito federal pelo Decreto N°: 5.840 de 13 de julho de 2006. Este programa espelha as preocupações do contexto educacional no campo da Educação de Jovens e Adultos no inicio do século XXI, época em que este assunto se constitui no ponto principal para a agenda formal do governo. Para esta pesquisa utilizamos os pressupostos teóricos da análise de política na linha descritiva do Modelo Incremental. Tal metodologia é apropriada para o nosso estudo de caso em que nosso objeto de analise se refere a uma mudança de caráter não estrutural no sistema educacional brasileiro. Este trabalho abrange um estudo da legislação federal que institui o Programa em seus fundamentos e diretrizes para sua efetivação. O foco da análise busca estudar a contribuição de outros programas educacionais e suas conjunturas os quais facilitaram ou dificultaram a elevação do PROEJA para a agenda governamental. Destacamos a participação de organizações políticas, econômicas e sociais que interferem direta ou indiretamente na sua relação com a elaboração da política educacional para jovens e adultos no país. Para identificar e conhecer a participação dos sujeitos diretamente envolvidos na elaboração da agenda da integração da Educação Profissional com a Educação Básica na Modalidade de Educação de Jovens e Adultos utilizamos entrevistas semiestruturadas com atores que participaram da elaboração dos fundamentos teóricos e/ou da legislação e gestão do programa da sua concepção até a efetivação legal, no ano de 2007. / Abstract: This research aims at investigating the PROEJA policy, implemented at the federal sphere by the decree nº 5.840 from July 13th, 2006. The program mirrors the concerns of the educational context in the field of Youth and Adults Education in the beginning of the XXI century when this matter becomes the main point to the government formal agenda. We have used the theoretical assumptions of the political analysis in the descriptive line of the Incremental Model. Such methodology is appropriate for our case study since our object of analysis refers to a non structural change in the Brazilian education system. The scope of this work is the federal legislation which institutes the Program in its foundations and guidelines for implementation. The focus of the analysis is the contribution of other educational programs and their contexts which made it more or less difficult to upgrade the PROEJA to the governmental agenda. We point out the participation of political, economical and social organizations which interfere direct or indirectly in their relation with the construction of the educational policy for youth and adults in the country. In order to identify and get to know the subjects who are directly involved in the construction of the agenda of the integration of the Professional Education with Basic Education in the Modality of Youth and Adults Education we have used semi structured interviews with actors who have participated in the construction of the theoretical foundations and/or the legislation and management of the program from its concept up to the legal implementation, in 2007. / Mestrado / Politicas, Administração e Sistemas Educacionais / Mestre em Educação
