Previous issue date: 2017-04-03 / The purpose of this thesis is the Agricultural District of Suframa (DAS), created in 1976
by the Superintendence of the Manaus Free Trade Zone (Suframa) to encourage
agricultural production in the Free Trade Zone of Manaus (ZFM). The research analyzes
the socioeconomic and political context of the ZFM location area with the right to
federal tax incentives when the DAS is installed. Under the Military Government since
1964, Brazil practiced the policy of "open economy" to foreign capital with the
encouragement of industrialization led by multinationals, as well as the support to
agriculture and cattle raising to serve the domestic market and export surplus production
. Specifically in the Amazon, with the economic difficulties still coming from the end of
the rubber economy, the Federal Government adopted the Fiscal Incentives Policy with
the publication of Decree-Law no. 288 in February 1967, when it regulated the ZFM
and created the federal autarchy Suframa, assigning it the responsibility of
administering the fiscal incentives of an industrial, commercial and agricultural center
in the Western Amazon to promote its development. In this context the federal autarchy
created the Industrial District in 1967 and the Agricultural District in 1976. The present
study therefore appropriated the DAS object to investigate in which conditions the
nature and causes of the socioeconomic performance of this Agricultural District, one of
the institutional agents of ZFM. The research deals with the relations between subjects,
agents and institutions in the tasks of land occupation, production, commercialization
and realization of social practices within the rural-urban area delimited as DAS by
Suframa, in the municipalities of Manaus and Rio Preto da Eva, in the State of
Amazonas. / O objeto desta tese é o Distrito Agropecuário da Suframa (DAS), criado em 1976 pela
Superintendência da Zona Franca de Manaus (Suframa) para incentivar a produção
agropecuária na área delimitada como Zona Franca de Manaus (ZFM). A pesquisa
analisa o contexto socioeconômico e político da área de localização da ZFM com direito
a incentivos fiscais federais, quando da instalação do DAS. Sob o Governo Militar
desde o ano de 1964, o Brasil praticava a política de “economia aberta” ao capital
estrangeiro com o incentivo à industrialização capitaneada por multinacionais, bem
como o apoio à agropecuária para o atendimento do mercado interno e a exportação da
produção excedente. Especificamente na Amazônia, com as dificuldades econômicas
ainda provenientes do fim da economia da borracha, o Governo Federal adotou a
Política de Incentivos Fiscais com a publicação do Decreto-Lei nº. 288 em fevereiro de
1967, quando regulamentou a ZFM e criou a autarquia federal Suframa atribuindo-lhe a
responsabilidade de administrar os incentivos fiscais de um centro industrial, comercial
e agropecuário na Amazônia Ocidental para promover o seu desenvolvimento. Nesse
contexto a autarquia federal criou o Distrito Industrial em 1967 e o Distrito
Agropecuário em 1976. A presente pesquisa, portanto, apropriou-se do objeto DAS para
investigar em quais condições se apresentaram e se apresentam a natureza e as causas
do desempenho socioeconômico desse Distrito Agropecuário, um dos agentes
institucionais da ZFM. A pesquisa aborda as relações entre sujeitos, agentes e
instituições nas tarefas de ocupação de terras, produção, comercialização e realização de
práticas sociais no interior da área rural-urbana delimitada como DAS pela Suframa,
nos municípios de Manaus e Rio Preto da Eva, no Estado do Amazonas.
