The region of Scania : a study of the experminetal work of the region in Scania

In Sweden an experimental work of regions is in progress in the regions of Kalmar, Gotland Scania and Västra Götaland since the first of July 1997. The region of Scania was formally found in January 1998. In 1998 the first election to the regional parliament was held. The non-Socialist parties obtained the majority thanks to the support of the right-wing collaboration Skånes väl. The aim of this study is to illustrate the problems concerning the experimental work of the region of Scania, partly by making researches into the formation process, partly through a studie of articles. The study of articles is based on articles that shows the debate and the news coverage of the experimental work of the region of Scania. The subjects that dominates this study are: the public medical service, the non-Socialist parties collaboration with Skånes väl and the debate between the majority and the Opposition. In the concluding chapter the study of articles and the theories are analysed. The study contains theories of structures and agents, implementation and media. Some of the conclusions are that the Moderate party has different opinions about wether to have a regional level or not. The Moderates in Scania are positive while the Moderates on the national level are against. Also the Social democrats are negative. The experimental work of regions also has an inlfuence on the role of agents. The roles of both the county administrative board and the county governor are about to change.
