Previous issue date: 2008-09-17 / Coordena??o de Aperfei?oamento de Pessoal de N?vel Superior / The recent undertaking proliferation of tilapia breeding in cages in the Northwestern region of
Sao Paulo state have stimulated the rising of local productive activity segments which constitute
a regional agro-industrial system. This system consolidation and growth depend on competitive
improvement of each segment, not only by decreasing production costs, but also by decreasing
the costs of transaction. This study has analyzed the transactions amongst fingerling producers,
tilapia in cage producers and fish processing industries from the region, identifying transactions
coordination forms utilized by economy agents and, from three distinct theoretical views,
pointing out the most adequate ones. The Transaction Cost Economics, the New Economic
Sociology and the Translation Sociology theoretical approaches were used. Data were collected
through interviews from November 2007 to February 2008. The three approaches used have
permitted to conclude that the most adequate forms of transaction with fingerling producers are
the acquisition agreements previously arranged, once they decrease uncertainties related to
delivery regularity, price and product quality, as well as they facilitate both companies planning.
Yet, concerning the transactions carried out with the fish processing industries, the most adequate
coordination forms were the exclusive delivery agreements, due to the decrease on fish quality
problems and on risks of not having the production drained, thus saving searching and dealing
time, in addition to favoring the productive process standardization. As most relevant factors
concerning changes stabilization in the three studied segments, the personal relationship, the
registration instruments and the repassing of information, adopted by agents who commercialize
through agreements, were emphasized. / A recente prolifera??o de empreendimentos de cultivo de til?pias em tanque-rede na
regi?o noroeste do Estado de S?o Paulo tem estimulado o surgimento de segmentos produtivos
afins que formam um sistema agroindustrial regional. A consolida??o e o crescimento destes
segmentos dependem da melhoria de sua competitividade mediante n?o s? a diminui??o dos
custos de produ??o, mas, tamb?m, dos custos de transa??o no sistema. Este estudo analisou as
transa??es entre os produtores de alevinos, os produtores de til?pia em tanque-rede e as ind?strias
processadoras da regi?o, identificando as formas de coordena??o das transa??es utilizadas pelos
agentes econ?micos e indicando ?quelas mais adequadas, a partir de tr?s ?ticas te?ricas distintas.
As abordagens te?ricas utilizadas foram a Economia dos Custos de Transa??o, a Nova Sociologia
Econ?mica e a Sociologia da Tradu??o. A coleta de dados foi feita por entrevistas, durante os
meses de novembro de 2007 a fevereiro de 2008. A utiliza??o das tr?s abordagens permitiu
constatar que as formas mais adequadas de transa??o com os produtores de alevinos, s?o os
acordos antecipados de aquisi??o, pois, diminuem as incertezas com rela??o ? regularidade da
entrega, o pre?o e a qualidade do produto, bem como facilitam o planejamento de ambas as
empresas. J? no caso das transa??es com as processadoras as formas mais adequadas de
coordena??o demonstraram-se ser os acordos de entrega exclusiva, pois, diminuem os problemas
de qualidade do peixe, os riscos de n?o escoar a produ??o, economizando em tempo de procura e
negocia??o, al?m de favorecer a padroniza??o do processo produtivo e do produto. Como fatores
mais relevantes para a estabiliza??o das trocas, entre os tr?s segmentos estudados, destacam-se o
relacionamento pessoal, bem como os instrumentos de registro e rapasse de informa??es,
adotados pelos agentes que comercializam mediante acordos.
