302007.pdf: 32441369 bytes, checksum: 9dd30ba822de66fd43e10d1f27dfcf4d (MD5) / A tese tem como objeto as formas de expressão coletivas e os espaços de sociabilidade desenvolvidos nos processos de conflitos e tentativas de negociação com o Estado durante a elaboração de planos diretores para a região do Campeche, bairro localizado no município de Florianópolis, entre os anos 1990 e meados dos anos 2000. A pesquisa procurou identificar os atores envolvidos, as formas associativas que surgiram e as redes de relações que se formaram entre os moradores da localidade e a partir deles. Foram analisadas: a percepção dos moradores sobre o processo de urbanização da região; as ações do Estado na produção da legalidade urbana; os dispositivos legais consolidados na legislação brasileira e municipal sobre o uso da terra, sobre a participação pública e sobre a gestão da cidade; e os eventos públicos bem como as estratégias de ação e mobilização dos moradores. Entre as fontes utilizadas estão documentos oficiais, periódicos, sítios e mensagens eletrônicas, entrevistas, observação e participação de eventos de diversos tipos (assembleias de moradores, reuniões de associações, festas, audiências públicas e reuniões entre funcionários públicos, vereadores e moradores), além de trabalhos acadêmicos sobre o tema. As principais formulações teóricas que contribuíram para a pesquisa foram: a noção de teatralidade, relacionada à dimensão simbólica do poder, e a política como estrutura de ação em Clifford Geertz; a noção de sociabilidade proposta por Georg Simmel e a relação com o desenvolvimento de culturas subjetivas e formas associativas; a noção de poder como modo de ação sobre a ação do outro e de resistência como constitutiva das relações de poder de Michel Foucault, assim como a noção de economia das ilegalidades deste mesmo autor; e, por fim, algumas das questões propostas pela abordagem metodológica de Bruno Latour em sua teoria ator-rede (actor-network-theory), trazendo conceitos como associação, porta-voz, mediador e controvérsia, além das questões relativas à relação entre ciência e política. O texto resultante da pesquisa apresenta uma descrição que procura dar visibilidade à produtividade de atores, aos eventos e às formas associativas decorrentes dos conflitos e tentativas de negociação em pauta, assim como às relações de poder, controvérsias e ações de atores diversos no processo de produção da legislação urbana. / This dissertation takes as its object of study the forms of collective expression and the spaces of sociality developed during the conflicts and negotiations with the State during the elaboration of the urban plans for the Campeche region in the south of Florianópolis, from the 1990s until the middle of the first decade of the 21st Century. The study strove to identify the primary actors and manners in which people associated, as well as the networks of relationships that were developed in the process. The dissertation analyzes: 1) the perception of citizens about the urbanization process of the region, 2) the actions of the state and the production of urban legality, 3) the legal devices consolidated in Brazilian and municipal law on land use, public participation, and municipal administration, 4) public events and political strategies of citizens. Other resources include official documents, periodicals, electronic bulletin boards and email lists, interviews, observation and participation at many events (assemblies, association meetings, festivals, public meetings and meetings with officials, assemblymen, and citizens), as well as academic papers on the subject. The theories used as a basis for the study include, 1) The notion of theatrality and its relation to the symbolic dimension of power, and politics as a structure of action in Clifford Geertz, 2) the notion of sociability proposed by Georg Simmel and the relationship with the development of subjective cultures and forms of association, 3) the notion of power as action over the action of the other, and resistance as constitutive of power relations in Michel Foucault, as well as Foucault's notion of the economy of illegalities, 4) and finally, some of the issues brought up by the methodology of Bruno Latour in his actor-network theory, bringing to the fore concepts like association, spokesman, mediator, and controversy, in addition to questions related to science and politics. The text that results from this study attempts to give visibility to the actors in the process, to the events and the forms of association that emerged with the conflict, and to the relations of power, controversy, and action from the diverse actors in a process of urban legislation.
