This dissertation analyses the changes in the Brazilian and Argentinean bank system in the 90 s decade under a context of many transformations. It makes an approach of the legal aspects, the occurrence and effects of crisis, reformations and foreigner banks opening. The dissertation is divided into five chapters. In the first chapter we make a characterization and the evolution of the Financial System, followed by chapter two where we analyze the role of the banks in an integration process. Chapter III deals about the main changes in the Argentinean and Brazilian laws relative to the financial and bank systems. In chapter IV deals with the regulation and with the crisis that reached the Brazilian and Argentinean bank system in the 90 s. And finally, chapter V is about the opening of foreigner banks and its relation with the matter of concentration in the Brazilian and Argentinean bank system in the 90 s decade. The reorganization in the
Brazilian and Argentinean Bank System derived from alterations in the context where the bank institutions are established resulted, as its main characteristic, in a bank
system widely open to foreigner capital and consequently, more concentrated and internationalized. The increasing liberalization verified provides a higher interdependence and integration among financial systems standing out the importance of a harmonization and adaptation in the sector. / A presente dissertação analisa as mudanças ocorridas no sistema bancário brasileiro e argentino na década de 90, em um contexto de várias transformações. Aborda os
aspectos jurídicos, a ocorrência e o efeito das crises, as reformas e a entrada de bancos estrangeiros. A dissertação está dividida em cinco capítulos. No capítulo I, é feita uma caracterização e evolução do Sistema Financeiro, seguido do capítulo II, onde se analisa o papel dos bancos num processo de integração. O capítulo III aborda as principais mudanças na legislação da Argentina e do Brasil, no que se refere ao sistema bancário e financeiro. O capítulo IV trata da regulamentação e das crises que atingiram os sistemas bancário brasileiro e argentino nos anos 90. O capítulo V, por fim, refere-se ao ingresso dos bancos estrangeiros e sua relação com a questão da concentração no sistema bancário do Brasil e da Argentina na década de 90. A reestruturação nos Sistemas Bancário Brasileiro e Argentino, oriunda das alterações no contexto em que se situam as instituições bancárias, teve como característica mais significativa resultar
num sistema bancário mais aberto ao capital estrangeiro e em conseqüência, mais concentrado e internacionalizado. A crescente liberalização verificada proporciona maior interdependência e integração entre os sistemas financeiros, ressaltando a importância da harmonização e adequação no setor.
