Sua estruturação e qualificação devem ser capazes de contribuir, de forma ativa, para o processo de desenvolvimento social, técnico e econômico das sociedades a que atendem. No Brasil, o movimento de expansão, estruturação e diversificação do Sistema de Ensino Superior vem se desenvolvendo de forma acelerada, na última década. A partir da segunda metade dos anos 90, o Sistema vem passando por um período de crescimento sem precedentes, baseado, sobretudo, na criação e expansão de uma rede de Instituições Privadas, que adquiriu uma representatividade substantiva no Setor. Com isso se estabelece uma nova realidade para o Setor de Ensino Superior catarinense com as Instituições Privadas Particulares, trazendo novas condições na disputa pelo mercado e alterando a estrutura competitiva do Setor, no Estado. Com objetivo de contribuir para a geração de conhecimento sobre esse processo, a pesquisa foi desenvolvida para identificar e analisar os fatores determinantes de mudanças ocorridas na estrutura competitiva do Setor de Ensino Superior de Santa Catarina, a partir da percepção de seus principais dirigentes e de uma análise retrospectiva do Setor, com base em Teorias de Competitividade.
The System of Higher Education is a critical element in the chain of values that determines the standard of competitiveness of the nations and its organizations. Its structure and qualification must be capable to contribute, of active form, for the social, economic and technological development process of the societies. In Brazil, the movement of expansion and diversification of the System of Higher Education comes developing of sped up form, in the last decade. From the second half of years 90, the System comes passing for a period of growth without precedents, based, over all, in the creation and expansion of a net of Private Institutions that acquired a substantive representation in the sector. With this was established a new reality for the sector of catarinense higher education with Particular the Private Institutions, bringing new conditions in the dispute for the market and modifying the competitive structure of the sector, in the State. With objective to contribute for the knowledge generation on this process, the research was developed to identify and to analyze the determinative factors of changes in the competitive structure of the sector of superior educati on of Santa Catarina, from the perception of its main controllers and of an retrospect analysis of the sector, on the basis of Theories of Competitiveness.
