Previous issue date: 2017-08-31 / This study sought to raise questions about the participation of users of the
National Social Assistance Policy, especially users of the Bolsa Família
Program (PBF) in the plenary sessions of the Municipal Council of Social
Assistance of Pelotas (CMASPel), as well as to understand if social control is
exercised by the users of the PBF, in the municipality of Pelotas, considering
that the legislation of said Program provides for the creation of Social Control
Instances (ICS). Each municipality can define the composition of these spaces,
as long as parity and intersectorality are guaranteed, and can delegate to an
existing council the fulfillment of this function. In the case of the city of Pelotas
CMASPel is responsible for monitoring the Program, and for this purpose it
must guarantee the effective participation of the users of the PBF. Thus, after
conducting the research, we conclude that the Municipal Council of Social
Assistance of Pelotas is formally established as a social control body of the
Social Assistance Policy, being a participatory democratic space, where it is
possible for society to exercise its controlling role of policies public policies.
However, it was also clear that there is a need to improve the
representativeness of civil society in meetings and plenary sessions and, in
relation to the role of control over the Bolsa Família Program (PBF), although it
has this attribution, it can not guarantee the representativeness of the
beneficiaries in the meetings, preventing their protagonism and, failing to meet
the provisions of the existing Legislation / Este estudo procurou levantar questões sobre a participação de usuários da
Política Nacional da Assistência Social, em especial usuários do Programa
Bolsa Família (PBF) nas plenárias do Conselho Municipal de Assistência Social
de Pelotas (CMASPel), bem como perceber se o controle social é exercido
pelos usuários do PBF, no município de Pelotas, considerando que a legislação
do referido Programa prevê a criação de Instâncias de Controle Social (ICS).
Cada município pode definir como será a composição desses espaços, desde
que seja garantida a paridade e a intersetorialidade, podendo delegar para um
conselho já existente, o cumprimento dessa função. No caso da cidade de
Pelotas compete ao CMASPel o acompanhamento do Programa, devendo para
isso garantir a efetiva participação dos usuários do PBF. Desta forma após a
realização da pesquisa, concluímos que o Conselho Municipal de Assistência
Social de Pelotas está formalmente estabelecido como instância de controle
social da Política de Assistência Social, sendo um espaço democrático
participativo, onde é possível que a sociedade exerça seu papel fiscalizador
das políticas públicas. Entretanto, também ficou claro, que há a necessidade de
melhorar no que diz respeito à representatividade da sociedade civil em
reuniões e plenárias e, em relação ao papel de controle sobre o Programa
Bolsa Família (PBF), embora tenha essa atribuição, não consegue garantir a
representatividade dos beneficiários nas reuniões, impedindo seu
protagonismo, não conseguindo atender ao previsto na Legislação existente.
