Masters in Public Administration - MPA / The main objective of this study was to examine how the process of decentralization has affected the rendering of essential services in Namibia, through a case study of the Hardap Region. The main aim of this research was to determine the extent to which the objectives of the decentralization policy have been achieved by the Hardap Regional Council.
