Inteligencia representa un rol protagónico para un Estado en la lucha
contra el crimen a nivel nacional y trasnacional; esta técnica que se desarrolla
en los campos estratégico, operacional y táctico, es necesario para las
actividades que se ejecutan en el Frente Interno y Externo; de acuerdo a lo
descrito en el DL Nº 1141 - Ley del Sistema de Inteligencia Nacional y las
normativas internas que manejan el sistema de inteligencia policial. En este
escenario, se identificó la existencia de amenazas generadoras de escenarios
de riesgos a nivel nacional como: el crimen organizado y la delincuencia común,
corrupción y actores extranjeros que afectan la gobernabilidad y desarrollo
nacional, entre otras. En merito a ello, se planteó como problema inicial de
investigación la ineficacia del Sistema de Inteligencia Policial, para contrarrestar
las amenazas generadoras de escenarios de riesgos a nivel nacional, periodo
2020 y 2021; asimismo se planteó como causa fundamental el deficiente diseño
organizacional; efectuándonos la pregunta ¿Cómo podemos mejorar el diseño
organizacional para alcanzar eficacia del Sistema de Inteligencia Policial que
contribuya a mitigar de manera efectiva las amenazas generadoras de riesgo
para el Estado a nivel nacional?
Luego de realizar las etapas del prototipado y testeo se mejoró el proyecto de
innovación logrando u proyecto de alta resolución, concluyendo que, El problema
inicial planteado ha sido el “Ineficaz Sistema de Inteligencia Policial, para
contrarrestar las amenazas generadoras de escenarios de riesgos a nivel
nacional, periodo 2020 y 2021”; mientas que, como prototipo final de innovación
se ha propuesto la sistematización del Sistema de Inteligencia Policial con cinco
componentes: i) optimización de la gestión de Inteligencia; ii); Unidad de
comando y monitoreo; iii) Redistribución del personal, iv) Consolidación del
presupuesto y v) Coordinación entre las unidades operativas y de investigación. / Intelligence represents a leading role for a State in the fight against crime at a

improve the organizational design to achieve the effectiveness of the Police
Intelligence System that contributes to effectively mitigate the threats that
generate risk for the State at the national level?
After carrying out the prototyping and testing stages, the innovation project was
improved, achieving a high-resolution project, concluding that, The initial problem
raised has been the "Ineffective Police Intelligence System, to counteract the
threats that generate risk scenarios at the national level. national, period 2020
and 2021”; while, as a final prototype of innovation, the systematization of the
Police Intelligence System with five components has been proposed: i)
optimization of intelligence management; ii); Command and monitoring unit; iii)
Redistribution of personnel, iv) Consolidation of the budget and v) Coordination
