Previous issue date: 2016 / A presente pesquisa, em nível de Mestrado, teve como problema compreender como se tem efetivado o direito ao atendimento das crianças na Educação Infantil nos municípios da Região da AMUREL, localizada no sul do estado de Santa Catarina. Para alcançar tal problemática definiu-se como objetivo geral evidenciar a configuração atual do direito ao atendimento na Educação Infantil, nos municípios da Região da AMUREL, após a promulgação da Emenda Constitucional nº 59/2009. Visando a obter as informações para a pesquisa, realizou-se uma pesquisa de campo utilizando um questionário composto de 70 perguntas que foi enviado aos 18 municípios que compõem a Região da AMUREL. Para a análise dos dados utilizou-se como metodologia a Técnica de Análise de Conteúdo de Bardin (2011), agrupando as respostas enviadas pelos municípios para as perguntas selecionadas para análise nos diversos blocos que compuseram o questionário. Como referencial teórico de sustentação recorreu-se, especialmente, a documentos e publicações do Ministério da Educação e autores da área da Educação Infantil, como: Mello (1999), Kuhlmann Júnior (2000), Campos (2012), Vieira (2011), Campos, Füllgraf e Wiggers (2006), Buss-Simão (2013, 2015), Buss-Simão e Sabbag (2014), entre outros, cujas contribuições elucidam a compreensão do contexto histórico da Educação Infantil e indicam critérios de qualidade para o atendimento da Educação Infantil e para as políticas públicas. Para as análises dos dados utilizou-se a organização do questionário, que privilegiou informações referentes à identificação e sistema de ensino da região, organização e funcionamento da Educação Infantil, o ingresso e carreira profissional da Educação Infantil, e as fontes de recursos materiais e financeiros da Educação Infantil. A análise dos dados informados pelos municípios evidenciou que para as crianças de zero a três anos, na Região da AMUREL, a configuração atual do direito ao atendimento apresenta algumas fragilidades como materiais fornecidos para as creches que se restringem aos materiais de consumo e higiene, projetos da Secretaria da Educação envolvendo ainda a Secretaria de Saúde, falta de informação quanto à nomenclatura das profissionais que auxiliam no atendimento das crianças da creche e potencialidades como a oferta de vagas para as crianças desde dois a quatro meses, sistema de ensino próprio nos municípios e um número significativo de grupos de creches na área rural. Já os dados informados pelos municípios para as crianças de quatro até seis anos evidenciaram algumas fragilidades como ingresso precoce de crianças no Ensino Fundamental, materiais fornecidos para as pré-escolas que se restringem aos materiais de consumo e higiene, projetos da Secretaria da Educação envolvendo ainda a Secretaria de Saúde e potencialidades como equipe pedagógica que acompanha a pré-escola, oferta de vagas para crianças de quatro a seis anos e um número significativo de grupos de pré-escolas na área rural. / The present research, of the master´s degree level, had as problem understand how has consummated the right to care for children in child education in the municipalities of the Region of AMUREL located in the south of the state of Santa Catarina. To reach this problem it was defined as general objective evidence the current configuration of the right to care in child education, in the municipalities of the Region of AMUREL, after the promulgation of the Constitutional Amendment n. 59/2009. Aiming to obtain the information for the research was conducted a field survey using a questionnaire comprising 70 questions was sent to 18 city, that make up the region of AMUREL. For analysis it was used as methodology to the Content Analysis technique of Bardin (2011) Grouping the replies sent by the municipalities for the selected questions for discussion in the various blocks that comprised the questionnaire. As theoretical framework for sustaining resorted to, especially, the documents and publications of the Ministry of Education and authors of the area of child education, such as: Mello (1999), Kuhlmann Júnior (2000), Campos (2012), Vieira (2011), Campos, Füllgraf e Wiggers (2006), Buss-Simão (2013), Buss-Simão(2015), e Sabbag (2014)others, whose contributions to elucidate the compression of the historical context of child education and indicate the quality criterion for the care of child education and to public policies. For the analyzes of the data it was used the organization of the questionnaire that focused on information concerning the identification and the education system of the region, organization and operation of child education, the ingress and professional career of child education, and sources of financial and material resources of child education.The analysis of the informed by city evidence that for children from 0 to 3 in the region AMUREL the current configuration of the right to care presents some weaknesses as the materials provided for the daycare centers that are restricted to materials of consumption and hygiene, the secretary of education as also involving the Secretariat of Health, lack of information concerningthe nomenclature of professionals. That assist in the care of children of the day care center and potential as the offer of places for children from 2 to 4 months, education system itself in the municipalities and a significant number of groups of daycare centers in the rural area. Already the data informed by municipalities for children from 4 to 6 years revealed some weaknesses as early inflows of children in basic education, materials provided for the pre-schools that are restricted to the consumption material and hygiene, The Secretary of Education as also involving the secretariat of health and potential as pedagogical team that accompanies the pre-school, offer of places for children 4 to 6 years and a significant number of groups of pre-schools in the rural area.
