Kommunernas Åsikter om Friskolor : En Kvantitativ Innehållsanalys av Göteborgs och Malmö Kommuns Förhållningssätt till Enskild Huvudman under 2019-2020 / The Municipalities Views on Independent Schools : A Quantitative Content Analysis of Gothenburg and Malmö Municipalities Approach to Sole Proprietorship during 2019-2020

The purpose of my essay was to investigate how two large municipalities such as Malmö andGothenburg relate to the new school law that was legislated in 2011. The purpose was also toinvestigate how they differ in terms of their political views. Malmö, which had a political ruleconsisting of the Liberals and the Social Democrats. Gothenburg, which had a right-wingpolitical rule. To investigate this, I have chosen to use a quantitative content analysis. I haveused this in my method to be able to count and measure concepts or phenomena in my essay.In my essay, I have chosen to see how each municipality has endorsed or rejected theincoming opinions from the School Inspection that individual principals have sent in to theSchool inspection for the approval of their establishment of independent schools.Furthermore, in my method section, I have used a semi-structured interview.I have used this to compare the assumptions of Malmö municipality's primary schoolchairman against my results to see if these are consistent with each other or not. It turned outthat the interview and the results from the opinions (documents) from the School Inspectiondiffered a lot. The result showed that there are differences in the number of endorsements,Gothenburg had more endorsements for independent schools than Malmö municipality had.The number of students differs between Malmö and Gothenburg municipality, but where Icould see with the help of the opinions, Malmö municipality had a more critical and skepticalview of independent schools compared to Gothenburg municipality.In my conclusion, it appears that it is rather about how the municipalities have expressedthemselves against those who want to run an independent school. It is above all the way theychose to express themselves that allows me to argue that the acceptance in question is higherin Gothenburg than it is in Malmö, this partly because of the way they try to implement andestablish new programs and schools to a larger extent than what Malmö municipality does.
