(pluralista, organizacional e de classe), as quais possuem um nÌvel especÌfico de an·lise (indivÌduos, organizaÁıes e sociedade). Adota-se a perspectiva organizacional e das
organizaÁıes, as quais s„o consideradas atores polÌticos que atuam de acordo com certos padrıes regulares de comportamento. Esses padrıes provocam determinados resultados na
estrutura do Estado. Busca-se responder em que medida o comportamento das elites organizacionais do Executivo federal interfere na abordagem da faixa de fronteira brasileira. Nesse sentido, a faixa de fronteira que une o Brasil a dez outros paÌses È o objeto empÌrico.
Diferentes atores organizacionais, com diferentes recursos, competem e influenciam a abordagem dessa regi„o do paÌs. A trajetÛria histÛrica da organizaÁ„o e seus recursos de poder na estrutura do Executivo s„o considerados vari·veis relevantes. O comportamento das elites
organizacionais, expresso por meio de rotinas, normas e estratÈgias decisÛrias para a execuÁ„o da polÌtica nacional interfere na abordagem da faixa de fronteira. H· nÌtida relaÁ„o entre a
permanÍncia histÛrica de unidades burocr·ticas do Estado, seus recursos de poder no Executivo federal e a abordagem de ·rea de seguranÁa e de defesa nacional para a faixa de fronteira do Brasil. ______________________________________________________________________________ ABSTRACT / This work explores the not monolithic character of the State and its fragmentation in a bureauocratic level. The State can be seen from different perspectives (pluralist, managerial
and class), which have a specific level of analysis (individual, organizational and societal). It adopts the managerial perspective where the organizations are considered political actors who
act according to certain regular patterns of behavior. These patterns lead outputs in the State structure. This work aims to answer what extent the behavior of organizational elites of the Executive interferes in the understanding of the border strip of Brazil. In this sense, the border strip that connects Brazil to ten other countries is the empirical object. Different
organizational actors with different resources, compete and influence the understanding of this region. The historical trajectory of the organization and its resources of power in the structure of the Executive are relevant variables. The behavior of organizational elites,
expressed through routines, rules and decision-making strategies for implementation of national policy interferes in the border stripís understanding. There is a clear relationship between the historical permanence of units of the bureaucratic State, its resources of power in
the federal Executive and the understanding of national security and national defense for the border strip of Brazil.
