Previous issue date: 2014-04-25 / This paper discusses the role of leader and the exercising of leadership and its possible correlation with the effectiveness of the implementation of management tools that involve a profound change in organizational paradigm, such as the Balanced Scorecard. The Brazilian Federal Executive Branch employs significant amount of human and material resources in the implementation of robust and tasted management tools, and even then, the outcome is unsatisfactory.
