Previous issue date: 2006 / Essa dissertação contextualiza os estudos de democratização dentro do debate teórico das tradições procedimental e participativa de democracia. Objetiva-se verificar qual é o paradigma majoritário e a influência de escolas distintas na construção das medidas de democracia. O trabalho realiza a discussão teórica sobre o modelo procedimental a partir das contribuições de Schumpeter e Weber, enquanto a opção participativa ressalta Rousseau e Pateman. Analisa-se a presença dessas duas visões na ciência política e nos estudos de avaliação e monitoramento das "democracias novas" realizadas pelos institutos Latinobarômento, Freedom House e PNUD. _______________________________________________________________________________ ABSTRACT / This report puts the studies on democratization in the context of theoretical debate upon procedural and participatory democracy tradition. The purpose of the report is to find out which is the majority paradigm and the extent to which different schools affect the building up of democratic procedures. The way of achieving those findings consists of a theoretical comparison between procedural and participatory models. The relevant information for this study came from the scientific achievements of Schumpeter and Weber and from Rosseau and Pateman respectively. This study offers an analysis of how both procedures are found in the scope of Political Science, as well as in process of the evaluation and follow up of “new democracies” studies carried out by the Latinobarômento Institute, the Freedom House Institute, and UNDP.
