Kommuninvånare är en av kommunens viktigaste intressenter och den kommunala årsredovisningen är kommunens huvudverktyg för att visa upp sin ekonomiska ställning och ge information till invånarna. Den tidigare forskningen fokuserar mest på årsredovisningens användande och informationsbehovet hos andra intressenter än kommuninvånare. Däremot anses kommuninvånare vara en viktig, dock inte lika omdiskuterad intressent. Den kommunala årsredovisningen är ett beslutsunderlag för kommunens intressenter, men det belyses sällan i tidigare forskning att den kommunala årsredovisningen är användbar för invånare och uppfyller deras informationsbehov, vilket kan leda till att ett informationsgap uppstår. Syftet med denna studie är således att bidra med kunskap om invånarnas användande av och informationsbehov från den kommunala årsredovisningen samt att undersöka om det föreligger ett informationsgap mellan invånarnas informationsbehov och årsredovisningens innehåll. För att uppnå uppsatsens syfte valdes en kvalitativ metod där empiriska data samlades in via semistrukturerade intervjuer med 17 kommuninvånare i Värmland. Slutsatsen som genereras i studien är att kommuninvånare använder den kommunala årsredovisningen i liten utsträckning eftersom den inte alltid anses som den primära informationskällan. De invånare som har intresse har visserligen många olika typer av informationsbehov men uppfyller ofta dessa genom andra kanaler. Årsredovisningen uppfyller inte fullt ut invånarnas informationsbehov, till följd av detta har ett informationsgap mellan intressegruppens informationsbehov och den kommunala årsredovisningens innehåll upptäckts. Bristande information och komplexitet i innehållet, bristande tillgänglighet och svårförståelig text är anledningar till att det förekommer ett informationsgap, vilket således kan anses vara förbättringsområden för att minska gapet. Vidare rekommenderas kommunikation med, samt utbildning till, invånarna för att minska gapet. / Municipal residents are one of the essential stakeholders in a municipality, and the municipal annual reports is a primary tool for the municipality to present its financial situation and economic information. Previous research into the use of annual reports has not focused on the information needs of residents, but rather the information needs of other stakeholders. While residents are considered important, they are not much discussed as stakeholders. The municipal annual report is a basis for its stakeholders to make decisions. In previous studies, it is seldom addressed that municipal annual reports are useful for residents and meet their information needs, which can lead to an information gap. The purpose of this study is thus to contribute with knowledge about the residents' use of and needs of the information in municipal annual reports. It also examines whether there is a gap between residents’ information needs and the content of annual report. To achieve the study’s purpose, a qualitative method was chosen where empirical data were collected via semi-structured interviews with 17 residents of Värmland. The conclusion generated in this study is that municipal residents use municipal annual reports to a limited extent because they do not always consider it as the primary source of information. The residents who are interested in annual reports have various information needs, but the needs often fulfilled through other channels. The municipal annual report does not fully meet the residents' information needs, as a result of this, an information gap was discovered between residents’ information needs and the content of municipal annual reports. As regards residents’ needs, reports contain insufficient information, accessibility, intelligibility and complexity were also identified as posing problems for residents. Improvement in these areas are needed to narrow the information gap. Furthermore, communication with, and education of residents is also recommended.
