Nesta perspectiva, constata-se que o município vem exercendo regionalmente diferentes funções no decorrer do processo histórico. O estudo revela que permanece, até a década de 1960, no município características de uma pequena produção mercantil açoriana, em decadência, que não conseguiu acumular forças suficientes para de dar início a relações capitalistas de produção. As décadas de 1970 e 90 marcaram a inserção de Palhoça no processo de expansão urbana periférica, comandada pela Capital, determinando novas funções, como por exemplo, os loteamentos populares, a prestação de pequenos serviços, as manufaturas de móveis embutidos. Cabe destacar que a principal função do município, nesta fase, era ser um receptor da população imigrante, que se estabelecia em decorrência do baixo preço dos lotes e da relativa proximidade com a Capital. Esse processo foi desencadeado inicialmente pela ação do Estado, com a conclusão da BR-101 e a construção de conjuntos habitacionais, atraindo grande fluxo migratório, fator fundamental para o desenvolvimento do mercado interno. Dessa forma, até década de 1990, a presença do capital privado no município era basicamente composto por iniciativas capitalistas locais, principalmente desenvolvidas a partir da presença efetiva dos novos imigrantes. Nesta primeira década do século XXI verificou-se que vem ocorrendo profundas mudanças na estrutura urbana e econômica de Palhoça, promovidas por novos estabelecimentos de grupos empresariais, especialmente de fora da região, cita-se a Ambeve, Renner, Havam, Rodobens, shopping, Unisul, Bancos. Esse capital vem se estabelecendo no município por inúmeras razões, com destaque para sua localização estratégica, o dinamismo dos empreendedores locais, a abundante mão-de-obra, disponibilizados pela explosiva urbanização. Assim, esses novos investimentos empresariais estão propiciando novas funções, com a diversificação industrial, comercial e de serviços, determinando o aprofundamento da divisão territorial do trabalho na região, contribuindo não só para projetar o município para além das fronteiras da região, como também para criar um projeto mais amplo. / The main aim of this paper is to analyze the internal and external factors which has been intensifying the insertion of the city of Palhoça in a new dynamic socio-spatial region polarized by Florianópolis. In this perspective, it can be noticed that the city has regionally been prosecuting different roles on the historical process. The study reveals that the characteristics of a small azorian mercantile production in the city persists until the 1960's, as a consequence it has not accumulated sufficient forces to initiate the captalist relations of production. The 1970's and the 1990's pointed out the insertion of Palhoça in the process of periferic urban expansion, headed by the Capital of the State, fixing new functions, such as, the popular allotments, provision of small services and the manufactures of built-in furniture. It is worth noting that the main function of the city at this stage was to be an immigrant population receptor, which was established due to the low price of plots of land and the relative proximity to the Capital. This process was
initially triggered by State action, with the completion of the BR-101 and construction of housing, attracting large migratory flow, a fundamental factor for the development of the internal market. Thus, until the 1990s, the presence of private capital in the city was largely composed of local capitalists initiatives, mainly developed from the effective presence of new immigrants. In this first decade of XXI century it was found that there has been profound changes in the urban and economic structure of Palhoça, promoted by new establishments of business groups, especially from outside of the region, such as, Ambev, Renner, Havan, Rodobens, shopping mall, Unisul, Banks. This capital has established itself in the city for many reasons, which highlights the strategic position of its location, the dynamism of its local entrepreneurs, the abundant manpower made available by the explosive urbanization. Thus, these new business investments are providing new functions, with industrial diversification, trade and services, determining the deepening of the territorial division of labor in the region, contributing not only to design the city beyond the borders of the region but also to create a broader project.
