O objetivo deste trabalho é analisar a política externa nos governos Médici e Geisel (1969-1979) e qual a posição do Itamaraty num governo fortemente centralizador, no qual o Presidente da República se apresenta como a figura chave no processo de formulação e implementação de políticas. Pretende-se, pontuar precisamente as mudanças ocorridas de uma gestão para outra, através da análise dos direcionamentos de cada governo em conjunto com o cenário internacional no qual elas foram desenhadas. Muito embora, o objetivo principal deste trabalho seja a análise da política externa nos dois períodos, é importante observar como se dá relação do Itamaraty com o governo ditatorial militar da época, se há uma relação de subserviência ou independência em relação ao Presidente da República e a corporação militar que o cerca. Enfim, a hipótese central deste trabalho é de que há uma política externa muito semelhante nos dois governos e que é possível implementá-la, na medida em que esse aparelho de Estado tem uma liberdade de atuação, ou seja, tem à sua frente um corpo burocrático especializado que sofre pouca influência do Presidente da República com um cenário internacional favorável para sua adoção. / The purpose of this job is analyze the foreign policy on the governments Médici & Geisel (1969-1979) and which the standpoint of the Itamaraty on a government heavily centered, which the Republic president presents himself as the key into the formulation and implementation process. Off for to punctuate precisely the changes occurred from an administration to another, via the analysis from the direction of each government in conjunction with the scenery international on which they had been engineered. Although, the main objective of this job is the analysis from foreign policy on the two periods, its important observe as the relation of the Itamaraty with the military dictatorial government on this age, if there is a relation of subservience or independence in relation to the President and the military corporation which fence him. At last, the central theory of this job is that exists a foreign policy very similar on the two governments and that it is possible implemented it, so far as this appliance of State have some freedom of acting, in other words, have in front a bureaucratic body specialized that suffers less influence of the Republic President with a international scene positive about to yours adoption.
