Previous issue date: 2012-04-04 / Population growth in urban centers, the housing deficit, social and territorial exclusion
and the increase in illegal occupations become increasingly necessary to find
instruments of planning, urban management, public policy and strategies to promote
community participation in decision decisions in favor of local development. This paper
seeks to give an analysis of the socio Garden Guanabara, trying to show some elements
that determined the growth of the sector. Initially the Government was through with the
installation of the Goiania airport, the CEASA, the Special Operations Brigade (Old 42
Infantry Battalion), gradually with the expansion of local commerce and the furniture
industry. With the lack of housing in the downtown area, families were moving to the
industry, the security area near the airport and the risk area on the banks of the stream
Quarry. We also implemented two housing to alleviate the housing problem for state
and local officials. So the industry expands, new neighborhoods springing up, new local
arrangements. In this context, the state tends to gradually improve the infrastructure and
expand social services, and promote the removal of the families of irregular areas. Thus,
we see the importance of the state to regulate urban sprawl, which benefits certain areas
of the city over others, favoring the real estate capital, allowing the emergence of
patches of segregation in the city. The dissertation is based on the methodological
principles of qualitative research, containing a literature review and empirical research
seeking to understand the social and economic transformations occurring in the
industry. / O crescimento populacional nos centros urbanos, o déficit habitacional, a exclusão
social e territorial e o aumento das ocupações irregulares tornam cada vez mais
necessária a busca de instrumentos de planejamento, de gestão urbana, de políticas
públicas e estratégias para promover a participação da comunidade na tomada de
decisões, em prol do desenvolvimento local. Neste trabalho busca-se uma análise
socioespacial do Jardim Guanabara, a partir da perspectiva da Geografia, procurando
mostrar alguns elementos que determinaram o crescimento do setor. Inicialmente
aconteceu através do Poder Público com a instalação do Aeroporto de Goiânia, da
CEASA, da Brigada de Operações Especiais (Antigo 42º Batalhão de Infantaria),
paulatinamente com a expansão do comércio local e da indústria moveleira. Com a falta
de moradia na área central da cidade, famílias foram se deslocando para o setor, para a
área de segurança próxima ao aeroporto e área de risco às margens do córrego Pedreira.
Foram implantados também dois conjuntos habitacionais para amenizar o problema da
moradia, para funcionários públicos municipais e estaduais. Assim o setor se expande,
surgindo novos bairros, novos arranjos locais. Nesse contexto, o Estado tende a
melhorar gradativamente a infra-estrutura e ampliar os equipamentos sociais, além de
promover a remoção das famílias das áreas irregulares. Dessa forma, percebe-se a
importância do Estado em regular a expansão urbana, que beneficia determinadas
regiões da cidade em detrimento de outras, favorecendo o capital imobiliário,
permitindo o surgimento de manchas de segregação na cidade. A dissertação
fundamenta-se nos principios metodológicos da pesquisa qualitativa, contendo uma
revisão bibliográfica e uma pesquisa empírica, buscando compreender as
transformações sociais e econômicas ocorridas no setor.
