Previous issue date: 2005 / Resumo: A presente investigação constitui-se como uma análise do processo de implementação das decisões pertencentes à política educacional da Secretaria de Educação da Prefeitura Municipal de Campinas, na visão de seus profissionais de Educação, no contexto da mudança de orientação política da gestão petista de 2001 a 2004, indagando se tais ações significaram, para os sujeitos do universo pesquisado, ruptura ou continuidade dos conflitos aí presentes. Considerando-se o campo de luta política e a partir do dimensionamento da cidade de Campinas em sua constituição histórica, traçam-se atribuições e o perfil dos profissionais da Rede Pública de Educação Municipal. Consideram-se os aspectos da gestão pública municipal pregressa à gestão petista de 2001 a 2004, procura-se recuperar o debate político da disputa eleitoral de 2000 e a proposta política do PT (Partido dos Trabalhadores), vencedora nas urnas, cujo Programa Escola Viva se propõe como uma organização transformadora da política educacional da cidade. Identifica-se o primeiro indicador desta questão com a seguinte tensão: Hierarquização/Democratização das relações profissionais dos educadores da Secretaria Municipal de Educação de Campinas, derivada dos conflitos presentes na estrutura da Rede Municipal de Ensino, que se materializariam nas relações de poder e hierarquização desta estrutura. Partilha desta mesma realidade o processo de Descentralização/Participação de decisões e ações ¿ abarcando as tentativas de descentralização e democratização da gestão da Secretaria Municipal de Educação e de suas Escolas. Enfim, o confronto entre as Demandas pedagógicas /demandas institucionais é analisado como a procura em se considerar a esfera pedagógica como a condução primordial da gestão educacional das Escolas públicas municipais naquele contexto. Ao ser procedida a análise, conclui-se que as transformações propostas pela gestão do Partido dos Trabalhadores na Secretaria da Educação estariam ainda em processo, tendo sido realizadas intervenções importantes para uma possível superação das tensões presentes na organização da Secretaria Municipal de Educação de Campinas e de suas escolas / Abstract: The present investigation constitutes an analysis of the process of the implementation of the decisions belonging to the education policy of the Campinas Department of Education, in the point of view of its professinonals of Education, in the context of changing the policy orientation made by the worker¿s party management from 2001 to 2004, inquiring if such actions meant, to the subjects of the universe researched, rupture or continuity of the conflicts present there. Considering the field of political dispute and starting from the dimensioment of Campinas City in its historical constituition, one traces the atributions and the profile of the professionals who work for the Municipal Department of Education. Considering aspects of the muncipal public management previous to the Workers Party management from 2001 to 2004, one tries to recuperate the political debate of the 2000 electoral dispute and the Workers Party political proposal, winner of the poll, whose program Escola Viva propose to be a transformer organazation of the city educational policy. It is possible to identify the first indicator of this issue with the following tension: Hierarchization/Democratization of the professional relations of the educators of the Campinas Department of Education, derived from the conflicts that can be found in the structure of the Rede Municipal de Ensino, that would materialize in the relations of power and hierarchization of its structure. The process of Decentralization/Participation in the decisions and actions shares the same reality ¿ embracing the attempts of decentralization and democratization of the management of the Campinas Department of Education and of its schools. Finally, the confront between the Pedagogical Demands/Institutional Demands is analyzed as the search for considering the pedagogical sphere as the primary conduction of the education management of the municipal public schools in that context. At the end of the proposed analisys, one concluded that the proposed transformations which had been made by the Workers Party management were still in process, event though important interventions had been performed for a possible overcome of the of the tensions presents in the organization of the Campinas Department of Education and its schools / Doutorado / Ensino, Avaliação e Formação de Professores / Doutor em Educação
