Previous issue date: 2017-06-13 / This study analyses the performance of the accredited units of the social organization EMBRAPII, entity linked to Ministry of Science, Technology, Innovation and Communications – MCTIC in Portuguese, from the federal government. These units are analysed according to their institutional character (public, private, hybrid), showing the atributes of their organizational capabilities directed to achieving their goals and indicators, agreed with EMBRAPII. Moreover, it analyses the performance of public, private and hybrid units, according to the managing indicators Firms prospection, Technical proposals and Project engagement, which are part of the management contract of EMBRAPII with MCTIC. In order to subsidize the research, it was built a data bank with the performance data of the accredited units which are part of the sample, that refer to the years of EMBRAPII operation. It was done multiple linear regressions in order to feature the diferent performances between the three kind of units. In result, it turned that, because of the variables used in statistical models, the hybrid units showed the best performance in the management indicators used, followed by the private units and, at last, by the public units, which presented the worst performance. / Este estudo tem por objetivo analisar o desempenho das unidades credenciadas da organização social EMBRAPII, entidade vinculada ao Ministério da Ciência, Tecnologia, Inovações e Comunicações - MCTIC do governo federal. Essas unidades são analisadas em função de suas tipologias institucionais (públicas, privadas e híbridas), identificando-se os atributos de suas capacidades organizacionais voltados à consecução de suas metas e indicadores, pactuados com a EMBRAPII. Ademais, analisa a performance de unidades públicas, privadas e híbridas, de acordo com os indicadores de gestão Prospecção de empresas, Propostas técnicas e Contratação de projetos, integrantes do contrato de gestão da EMBRAPII com o MCTIC. Para subsidiar a pesquisa, foi construído um banco de dados com o desempenho das unidades credenciadas integrantes da amostra relativos aos anos de operação da EMBRAPII. Foram realizadas regressões lineares múltiplas para caracterizar os diferentes desempenhos, entre as unidades públicas, privadas e híbridas. Como resultado, constatou-se, em função das variáveis utilizadas nos modelos estatísticos, que são as unidades híbridas que possuem o melhor desempenho nos indicadores de gestão utilizados, seguidas pelas unidades privadas e, por último, pelas unidades públicas, que apresentaram o pior desempenho.
