Previous issue date: 2015-08-31 / Micro and small enterprises play a key role in employment and proceeds generation houwas. For this reason, they can be qualified as promotional tools for economic development. Inserted into competitive and globalized markets, micro and small business are increasing their reliance on technological training and generating innovations to ensure their survival and success. This study aims make a qualitative analysis of interorganizational cooperation and innovation in micro and small companies in Rio Grande do Sul based on the understandings of academic experts, professionals of the area and company managers. The theoretical perspective of the paper includes studies on inter-organizational cooperation and innovation into the context of micro and small enterprises. According to the results of this paper, cooperative relations among the companies facilitates the conduction of joint actions and resource transactions to achieve organizational goals and solutions of the needs for micro and small enterprises. In most of the researched categories, academic experts and entrepreneurs slightly differ in their opinions. Nevertheless, their views complement each other since academics are within universities, the professionals are within professional associations and entrepreneurs are the managers of cooperation and innovation processes. Agencies as FINEP, CNPq, SEBRAE, which sponsor innovation in Brazil are considered by most of the entrepreneurs as the main external positive factors. Flexibility is a very important feature in micro and small enterprises for innovation processes and the development agencies, mainly to obtain the resources for innovation and cooperation themselves. So innovation requires cooperation, which can be built among micro and small enterprises, since it is crucial that these companies are prepared to face the changes and transformations required on the process, thereby strengthening their response capabilities to these business challenges. Therefore, micro and small enterprises need to adopt business cooperation and its relationships, which can be a basic mechanism for small businesses to be competitive and survive in the future. / As micro e pequenas empresas (MPEs) desempenham um papel fundamental na gera??o de emprego e renda, o que as credencia como instrumentos indutores do desenvolvimento econ?mico. Inseridas em mercados cada vez mais competitivos e globalizados, as empresas de micro e pequeno porte dependem cada vez mais da capacita??o tecnol?gica e da gera??o de inova??es para garantir a sua sobreviv?ncia e o seu sucesso. Este estudo tem como objetivo analisar qualitativamente a coopera??o interorganizacional e a inova??o em micro e pequenas empresas do Rio Grande do Sul, com base na percep??o de especialistas, acad?micos, profissionais e gestores. A perspectiva te?rica contempla estudos sobre a coopera??o interorganizacional e a inova??o no contexto das MPEs. De acordo com os resultados desta pesquisa, as rela??es de coopera??o t?m a capacidade de facilitar a realiza??o de a??es conjuntas e a transa??o de recursos para alcan?ar objetivos organizacionais e as solu??es das necessidades para as MPEs. Os especialistas acad?micos e os empres?rios, na maioria das categorias pesquisadas, n?o diferem muito em suas opini?es. Por?m, de modo geral, as suas opini?es s?o complementares, j? que os acad?micos est?o dentro de universidades e os profissionais em entidades de classe e os empres?rios s?o os gestores destes processos envolvendo tanto a coopera??o como a inova??o. Com rela??o aos principais fatores positivos externos, para a maioria dos empres?rios estes s?o a FINEP, o CNPq, o SEBRAE, ?rg?os que patrocinam a inova??o no pa?s. A flexibilidade ? uma caracter?stica muito importante das micro e pequenas empresas para o processo da inova??o. A inova??o pode ser favorecida pela coopera??o, o que pode ser desenvolvido para que as MPEs estejam preparadas para enfrentar as mudan?as e as transforma??es existentes e, desse modo, fortalecerem as suas capacidades de resposta a esses desafios empresariais. Neste sentido, constata-se que a coopera??o empresarial e suas rela??es, podem constituir um mecanismo b?sico para que as empresas de pequena dimens?o possam ser competitivas e sobreviver no futuro.
