Previous issue date: 2016-07-15 / Conselho Nacional de Desenvolvimento Cient?fico e Tecnol?gico (CNPq) / Pretende-se trazer ? tona os efeitos do Programa Minha Casa, Minha Vida em pequenos
munic?pios com menos de 50 mil habitantes na Microrregi?o de Baixa Verde, no estado
do Rio Grande do Norte. O lan?amento do Programa, institu?do pelo Governo federal
em 2009, foi cercado de expectativas e com muitos desafios em vista, tendo o prop?sito
de diminuir o d?ficit habitacional no pa?s, principalmente para as fam?lias com renda de
at? 3 sal?rios m?nimos. Com base na pesquisa de campo somada ao estudo
bibliogr?fico-documental de fontes de informa??es que tratam de quest?es inerentes
tanto ? pol?tica habitacional quanto aos efeitos desta em n?vel municipal/microrregional
e mediante constru??es cartogr?ficas e aplica??o de formul?rios de pesquisa, buscou-se
responder quais os principais efeitos que a implementa??o do PMCMV vem trazendo
para as cidades da microrregi?o de Baixa Verde/RN. Objetivou-se avaliar os impactos
do Programa Minha Casa, Minha Vida especificamente na referida microrregi?o,
analisando os efeitos sociais, econ?micos pol?ticos e territoriais do programa nos
espa?os locais, identificando quem s?o os benefici?rios em n?vel microrregional,
verificando o grau de satisfa??o e a avalia??o dos moradores em rela??o aos
empreendimentos habitacionais do programa nessa microrregi?o, averiguando se a
constru??o dessas moradias tem promovido ? segrega??o s?cioespacial dessa popula??o.
Os conceitos de territ?rio, cidade, habita??o de interesse social, pol?tica urbana e o
di?logo entre diferentes autores s?o utilizados como recursos metodol?gicos de an?lise.
Como resultados obtidos, notou-se o acesso da parcela populacional de menor poder
aquisitivo a pol?tica habitacional local, bem como a integra??o dos empreendimentos
habitacionais a urbanidade. Contudo a segrega??o tamb?m ? presente, mesmo que em
distintas escalas de apreens?o, n?o havendo correla??o entre a pol?tica urbana e
habitacional com forma de ameniza??o de tal fen?meno. Essa pesquisa traz como certo
avan?o no que se refere as contribui??es ?s an?lises referentes a habita??o de interesse
social, abrindo a possibilidade de novas investiga??es referentes a pol?tica habitacional,
as pequenas cidades e como se d? os efeitos territoriais destas a??es governamentais
nesse espa?o. / It is intended to bring out the effects of the Programa Minha casa, Minha Vida in small
cities with less than 50,000 inhabitants in the micro-region of Baixa Verde, in the state
of Rio Grande do Norte. The launch of the Program, established by the federal
government in 2009, was surrounded by expectations and with many challenges in
view, with the purpose of reducing the housing deficit in the country, especially for
families with income of up to 3 minimum wages. Based on field research added to the
bibliographical and documentary study of information sources dealing with inherent
issues both to the housing policy and for the effects of this at the municipal level /
micro-regional and upon cartographic construction and application of research forms,
sought to answer the main effects that the implementation of PMCMV has brought to
the towns of micro-region of Baixa Verde/ RN. It was aimed to evaluate the impacts of
the Programa Minha casa, Minha Vida specifically in the refer micro region, analyzing
the social, economic and political effects of the program in the local spaces, identifying
who are the beneficiaries of micro-regional level by checking the degree of satisfaction
and Evaluation of the residents in relation to Housing Projects of this micro-region
program, checking if the construction of these houses has promoted the socio-spatial
segregation this population. The concept of territory, city, social interest habitation,
urban politic and the dialog between different authors are used as methodological
analysis capabilities. As results, it was noted the access of the population share of lower
purchasing power to local housing policy and the integration of housing and urbanity
projects. However the segregation is also present, although in distinguished scales of
seizure, not having correlation between the urban and housing policy form of mitigation
of this phenomenon. This research brings a certain advancement regarding the
contributions to the analysis relating to social housing, opening the possibility of new
investigations relating to housing policy, small towns and how is the territorial effects
of government actions in this space.
