Este trabalho tem o interesse em enfocar as fronteiras e os vínculos entre política, estado, religião e ação social no contexto da formulação e implementação de políticas públicas num espaço híbrido marcado pela interação de atores religiosos e não religiosos. A partir da discussão sobre a atuação de entidades da sociedade civil e agências governamentais voltadas ao enfrentamento da pobreza e promoção da cidadania, discute-se a especificidade da participação religiosa na construção e ampliação de espaços democráticos como os conselhos setoriais de políticas públicas. Na tentativa de captar a interlocução de atores com interesses diferenciados, adota-se como cenário empírico desta pesquisa o Conselho Municipal de Assistência Social (CMAS) de Porto Alegre/RS, definido como um espaço democraticamente regulado em que diversos setores da sociedade civil articulam-se com vistas à criação de um fórum de representação e deliberação capaz de incorporar a participação popular nos processos decisórios junto ao Estado. Salienta-se especialmente o sucesso de determinados segmentos religiosos na incorporação de valores e ideais seculares da sociedade, determinando, assim, sua forma de inserção e participação nos espaços laicos do Estado e da sociedade no âmbito da política pública de assistência social. / This work is focused on the boundaries and links between politics, state, religion and social action in the context of formulation of public policies in a hybrid space where religion and non-religion actors interact. Based on a discussion about the acting of the institutions of civil society and government agencies aimed at the confrontation of poverty and promotion of citizenship, we propose a discussion about the specificity of the religious participation in the construction and enlargement of democratic spaces such as the councils of public policies. In attempting to capture the interlocution of actors with different interests, this study takes, as its empiric scenery, the municipal social assistance council (CMAS) from Porto Alegre/RS, regulated and defined as a democratic space where different actors from civil society are articulated in order to incorporate the popular participation in the decision processes within the State. Here, we point out specially the success of some religious segments in the incorporation of secular values and ideals, aspect that determinates their way of insertion and participation in secular spaces of State and society in the realm of the public policy of social assistance.
