Previous issue date: 2011-04-14 / Coordenação de Aperfeiçoamento de Pessoal de Nível Superior - CAPES / This inquiry looked to know how and for which local authorities incorporate the evaluation in his educational politics, looking to understand the form of appropriation of this tool in the relation with the politics of improvement of the quality of the basic teaching. It disposed of financing of the CAPES/INEP in the context of the Program “Observatory of the Education” linked to the study “Good Results in Ideb: exploratory studies of explicative factors”, carried out by USP/UFGD/UECE. It adopted a Sul-mato-grossense sample of this study been composed of ten municipal school nets in the Ideb 2007 and his mixed methodology. It used bases when they were given principally of the INEP, interviews, observations, documents and questionnaire. The analysis based on educational literature and political science, showed up that: the incorporation of the extern evaluations to the municipal educational politics has been a crescent by means of impulse of the Ideb; the emphasis of the quality definite in the Ideb appears with priority in the politics / management of the nets; the appropriation of the extern evaluation provides with an opportunity for initiatives own to evaluation and initiative of monitoring of the performance of the pupils; the local monitoring can be a competing factor for profits of the nets in the Ideb. there is ended which incorporation / appropriation of the evaluation take place in the active, however reproductive, limited, not always systematic and regular form, aiming at improvement of the quality of the teaching and defense of the municipal autonomy. / Esta pesquisa buscou saber como e para que municípios incorporam a avaliação na sua política educacional, buscando compreender a forma de apropriação dessa ferramenta na relação com a política de melhoria da qualidade do ensino fundamental. Contou com financiamento da CAPES/INEP no âmbito do Programa “Observatório da Educação” vinculada ao estudo “Bons Resultados no Ideb: estudos exploratórios de fatores explicativos”, realizado pela USP/UFGD/UECE. Adotou a amostra sul-mato-grossense desse estudo composta de dez redes escolares municipais destaques no Ideb 2007 e sua metodologia mista. Utilizou bases de dados principalmente do INEP, entrevistas, observações, documentos e questionário. A análise, baseada em literatura educacional e de ciência política, evidenciou que: a incorporação das avaliações externas à política educacional municipal tem sido crescente mediante impulso do Ideb; a ênfase da qualidade expressa no Ideb figura com prioridade na política/gestão das redes; a apropriação da avaliação externa enseja iniciativas próprias de avaliação e iniciativas de monitoramento do desempenho dos alunos; o monitoramento local pode ser fator concorrente para ganhos das redes no Ideb. Conclui-se que incorporação/ apropriação da avaliação ocorrem de forma ativa, porém reprodutora, restrita, nem sempre sistemática e regular, visando melhoria da qualidade do ensino e defesa da autonomia municipal.
