In this paper we examine how well the ideal type for citizenship is fulfilled according to the overall goals and guidelines for the compulsory school and in the teachers' speeches about civic studies teaching. With qualitative methods and based on an analysis model and our interpretation of the ideal type for citizenship, it is possible to show results for the asked questions in this paper. The results show that the ideal type of citizenship is not maintained by the school, neither in the guidelines nor in the teachers' speeches for many reasons, one of them being the teachers don't find the time to discuss nor teach about the social aspect of the citizenship. We find that school and its curriculum is greatly influenced by the ideology that permeates society.
