Previous issue date: 2017-03-06 / CAPES - Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / Esta dissertação objetiva discutir o exercício da segurança nacional através do discurso de modernização da Marinha de Guerra na Amazônia no período de 1890 a 1918. O recorte é delimitado pela publicação, em 1890, do livro The influence of sea power upon history 1660-1783, do almirante americano Alfred Mahan, tendo notório impacto sobre a maneira de pensar as marinhas pelo mundo, já que propunha a tese de que o domínio do mar era o elemento essencial para o desenvolvimento das nações, e pelo fim da Primeira Guerra Mundial, em 1918, o que considero marco por tal conflito representar a prova de fogo de todos os projetos de modernização em curso no Brasil e em países como Estados Unidos, Inglaterra, França, Alemanha, Rússia e Japão e que, portanto, o período posterior a esse provavelmente representou uma guinada técnica na ideia de modernização das forças navais. Considerando a hipótese de que o projeto de modernização pensado de Mahan aos programas navais de 1904 e 1906 representam a construção de uma arte da guerra nos mares diferente de todos os períodos anteriores, e avaliando os seus desdobramentos na Amazônia, concluo que paralelamente a isso, houve a construção de uma arte da guerra nos rios, que respeitava a lógica própria dos meandros hidrográficos. Para defender tal argumento, a dissertação está estruturada em três capítulos: no primeiro, analisa-se o processo e a prática da modernização nas forças navais a nível internacional e nacional, sendo este último representado sobretudo pela esquadra do Rio de Janeiro; no segundo, analisa-se a segurança na Amazônia e a consequente construção da arte da guerra nos rios e no terceiro, os desdobramentos sobre o cotidiano dos militares da Marinha na região, analisado através dos ofícios, das relações sociais dentro da força e pelo corpo e sua relação com a saúde. / This master‘s degree dissertation intends to discuss the exercise of the national security throught the modernization speech of the Navy at Amazon at the period of 1890 to 1918. The chronological cut is delimited by the publication, in 1890, of the book The influence of sea power upon history 1660-1783, by the american admiral Alfred Mahan, having notorious impact on the ways of thinking the navies around the world, since proposed the thesis that the control of the sea was the essential element to the development of the nations, and by the end of the First World War, in 1918, which I consider a mark because the real test of all modernization projects in course in Brazil and countries such as United States, England, France, Germany, Russia and Japan and, then, the posterior period to that probably represented a technical change in the ways of modernization of the sea forces. Whereas the hypothesis that the modernization project thought by Mahan to the naval programs of 1904 to 1906 represented the built of an art of war at the seas different from all past times, and rating it‘s consequences at Amazon, I concluded that, in parallel, it was built an art of war at the rivers, of which followed the logic itself of the hydrographic meanders. To defend such argument, the dissertation is structured in three chapters: the first analyses the process and the practices of naval modernization in international and national levels, and in the second case, mainly represented by the fleet in Rio de Janeiro; the second analyses the security in Amazon and the consequent building of an art of war in the rivers and the third, the military daily consequences at the region through the work abilities, the social relations inside the armed force and the body and its nexus with the health.
