Previous issue date: 2012 / This research departs from reflections upon the forms of political action in contemporary society, in which we recognize the existence of social and technological changes, especially in the field of social communication, that allow several subjects to innovate concerning their practices, as well as political changes that challenge those who seek to actualize substantial changes in the hegemonic form of social organization. From the per- spective over the Landless Rural Workers Movement (MST), the research discusses the inter-relationshipbetween communication and politics and questions how the development of communications has altered the making of politics, if the social movements follow the transformations in this field or if they live the new modes of acting through them; as well as if the communicative practices contribute for the realization of its counter-hegemonic strategies. To verify the above, I analyze the MST’s 5 th National Congress, occurred in 2007, the last congress conducted, an important moment for being a space of political definition and dialogue with the Movement’s grassroots and society in general. It is important, also, for having consolidated a change in the political evaluation over the conformation of social relationships in the countryside and the challenges for the realization of agrarian reform in an unfavorable conjuncture for the popular organizations in Brazil. In this sense, the work points to the limits of MST’s counter-hegemonic action, but also to the potentialities accumulated over its almost thirty years of existence as a movement, and especially those concerning the communications area, as it perceives the action of counter-hegemonic construction as a process that must be started before the effective power take-over. / Esta pesquisa parte de inquietações sobre as formas de ação política experimentadas na sociedade contemporânea, na qual reconhecemos a existência de mutações sociais e tecnológicas, destacadamente na área da comunicação social, que possibilitam aos diversos sujeitos inovações do ponto de vista de suas práticas, bem como mudanças políticas que desafiam aqueles que buscam efetivar alterações substanciais na forma de organização social hegemônica. A partir do olhar acerca do Movimento dos Trabalhadores Rurais Sem Terra, a pesquisa discute a inter-relação entre comunicação e política e questiona como o desenvolvimento das comunicações tem alterado o fazer político, se os movimentos sociais acompanham as transformações nesse campo ou se vivenciam novos modos de atuação por conta dele; bem como se as práticas comunicativas contribuem para a efetivação de suas estratégias contra-hegemônicas. Para verificar o exposto, analisa o 5° Congresso Nacional do MST, ocorrido em 2007, último dos cinco congressos já realizados, um momento importante por ser o espaço de definição política e de diálogo com a base do Movimento e com a sociedade em geral. É salutar, ainda, por ter consolidado uma mudança na avaliação política sobre a conformação das relações sociais no campo e dos desafios para a realização da Reforma Agrária, em uma conjuntura política desfavorável para as organizações populares, no Brasil. Nesse sentido, o trabalho aponta os limites da ação contra-hegemônica do MST, mas também as potencialidades acumuladas ao longo dos quase trinta anos do Movimento, em especial aquelas relativas à área da comunicação, pois percebe a ação construção contra-hegemônica como um processo que deve ser deflagrado antes mesmo da tomada efetiva do poder.
