Previous issue date: 2015-08-21 / Coordena??o de Aperfei?oamento de Pessoal de N?vel Superior (CAPES) / Os/as adolescentes autores/as de ato infracional comumente est?o em foco nos jornais televisivos e em outros meios de comunica??o em virtude da pr?tica do ato infracional. Eles/elas s?o retratados, pela m?dia e pelo senso comum como principais autores dos ?ndices de viol?ncia. Tratando-se da responsabiliza??o desses sujeitos no Rio Grande do Norte, a situa??o do Sistema Socioeducativo se revela ca?tica, considerando-se a interdi??o, h? mais de dois anos, da maior unidade de interna??o para adolescentes do sexo masculino, o Centro Educacional Pitimb? e a exist?ncia da ?nica unidade destinada ao atendimento do publico feminino, o CEDUC Pe. Jo?o Maria, o qual recebe as adolescentes para o cumprimento de v?rias medidas socioeducativas, no mesmo espa?o f?sico contrariando os princ?pios do Estatuto da Crian?a e do Adolescente (ECA) e do Sistema Nacional de Atendimento Socioeducativo (SINASE). Dessa forma, se cristaliza na sociedade o mito da impunidade relacionado a esses/essas adolescentes e se intensifica o clamor pela puni??o severa, fortalecendo a inten??o em torno da redu??o da maior idade penal para reduzir a viol?ncia. O presente estudo teve como ponto de partida a an?lise da trajet?ria de vida das adolescentes em cumprimento das medidas de priva??o de liberdade e semiliberdade, no CEDUC Pe. Jo?o Maria. Buscou-se apreender as determina??es da inser??o dessas na pr?tica do ato infracional, desvelando a rela??o entre o ato infracional, a desigualdade social e de g?nero e as respostas do Estado ao enfrentamento ? viol?ncia quando praticada por adolescentes. Nos apoiando na teoria critico-dial?tica, constru?mos o perfil socioecon?mico, pol?tico e cultural dessas adolescentes o qual revelou que as mesmas s?o oriundas da classe trabalhadora pauperizada, com baixa escolaridade, residentes de bairros perif?ricos da capital ou de ?reas pobres de outros munic?pios, nenhum acesso ? forma??o/qualifica??o profissional e precoce envolvimento com o tr?fico de drogas em virtude das rela??es afetivas com seus companheiros, em geral j? envolvidos com o tr?fico. Utilizamos entrevistas semiestruturadas com os sujeitos da pesquisa que nos permitiu apreender que as viola??es de direitos est?o presentes na vida das adolescentes mesmo antes de chegarem ?s unidades de cumprimento de medida socioeducativa. Essas viola??es s?o operadas pelo Estado, considerando sua omiss?o no que se refere a n?o garantia de pol?ticas p?blicas de qualidade as adolescentes e suas fam?lias, o que favorece a inser??o dessas na pr?tica de ato infracional. Conclui-se que o mesmo Estado que se omite no atendimento as adolescentes antes da pr?tica do ato infracional, tamb?m responde a isso a partir das medidas socioeducativas, as quais na realidade atual atendem a sua natureza coercitiva, reduzindo a natureza educativa. / The / the authors teens / of the offense commonly are in focus in TV news and other media due to the practice of an infraction. They are portrayed by the media and by common sense as the main perpetrators of violence rates. With regard to the accountability of those guys in Rio Grande do Norte, the situation of the Socio-Educational System reveals chaotic, considering a ban for more than two years, the largest inpatient unit for male adolescents, Pitimb? and Educational Center the existence of a single unit intended for the care of the female audience, the CEDUC Fr. John Mary, which receives adolescents to comply with various social and educational measures in the same physical space contrary to the principles of the Statute of Children and Adolescents (ECA) and the National System of Socio-Educational Services (SINASE). Thus, it crystallizes in society the impunity of the myth related to these / those adolescents and intensifies the call for severe punishment, strengthening the intention around the reduction of most criminal age to reduce violence. This study had as its starting point the analysis of the trajectory of life of adolescents in compliance with the deprivation of freedom and range production in CEDUC Fr. John Mary. He attempted to grasp the determinations of insertion of these in practice the offense, revealing the relationship between the offense, social and gender inequality and state responses to address violence when committed by teenagers. Supporting us in critical-dialectical theory, built the socioeconomic, political and cultural profile of these adolescents which showed that they are from the impoverished working class, with low education, residents of outlying areas of the capital or of poor areas of other municipalities, no access to training / professional qualification and early involvement in drug trafficking because of emotional relationships with their partners, generally already involved in trafficking. We used semi-structured interviews with the subjects that allowed us to grasp that rights violations are present in the lives of teens even before reaching the fulfillment of socio measurement units. These violations are operated by the state, considering its omission with regard to public policy is no guarantee of quality adolescents and their families, which favors the inclusion of these in the commission of an offense. It is concluded that the same State which is omitted in serving adolescents before the practice of offense, also responds to this from the educational measures, which in the current reality meet its coercive nature, reducing the educational nature.
