Kommunernas digitalisering : - en jämförande studie mellan Sundsvall och Malmö

Digitization, which in its most classical form means switching from analogue to digital management and communication, has for many years been popular in public administration. This paper aims to compare the two Swedish municipalities of Sundsvall and Malmö with regard to implementation of the policy regarding digitization of public activities, with particular focus on communication with citizens. The aim of the paper is to try to answer two questions: - What policies in the field of digitalization has the municipalities I chose to study           implemented? - Does the municipalities take into account that some of its residents do not have access to  and / or habits to IT equipment and the Internet? The theoretical framework of the essay focuses primarily on e-governance and policy transfer. I mainly use qualitative content analysis to investigate this by studying the policies of both municipalities. To supplement this with statistics that help me get a better picture of the problem, I have also done quantitative analysis, more specifically bivariate regression analysis. It is mainly in my second question that they fill a function. The conclusion is that both municipalities are working on digitization, but the policies chosen to implement differ. Malmö has a policy aimed primarily at the citizens, while Sundsvall focuses primarily on its own operations. Furthermore, it is noted that policy transfer in this topic occurs. / <p>2018-08-24.</p>
