Collaboration is increasingly recognized as essential for addressing complex societal challenges, prompting interest in understanding its relationship with various outcomes. This paper investigates how collaboration networks and their characteristics influence sustainability efforts in Swedish municipalities. Through two comparative case studies, the research examines the existence and characteristics of networks in four Swedish municipalities. The aim is twofold: to explore if the characteristics of these networks can explain why some municipalities are more successful in their environmental sustainability performance, and to determine if these characteristics are more influential than the quantity of networks in which a municipality is engaged. While previous studies primarily focus on individual networks and their ability to generate efficient results, this study adopts a different approach by examining the context in which municipalities engage in multiple networks. The study relies on official and available online material to identify the networks and answer the empirical questions. An aggregated assessment of all networks and their characteristics has been conducted for each municipality, facilitating a comprehensive evaluation of each municipality's overall network structure and creating possibilities for useful comparisons between cases. Findings suggest that municipalities with smaller collaboration networks tend to achieve more efficient sustainability outcomes, highlighting challenges in coordination within larger networks.
