Tillitens roll i kommunal styrning : En jämförande studie av implementeringen av tillitsbaserad styrning i fem svenska kommuner / The Role of Trust in Municipality Management : A Comparative Study of the Implementation of Trust-based Management in Five Swedish Municipalities

Over the past six years, trust based leadership has rapidly gained popularity in municipalities all over Sweden. The upswing in popularity followed a report published by Tillitsdelegationen in 2018 and resulted in multiple municipalities leaving their old detailed oriented management for a new management style that focuses on trust in the employees and their skills. Since Tillitsdelegationen did not provide a clear, definite instruction on how to implement trust-based management in the organisations in their report, the municipalities themselves have complete freedom which lead to many different versions being implemented across the country. Even though the municipalities share the same name of their new management style, the reality of it varies a lot. The main difference between the municipalities is how they organize it, as some choose to organize it as a management philosophy, and others chose to organize it as an approach to management. However, the municipalities did more or less agree in certain parts of trust-based management, mainly regarding increased dialogue within the organization. From a new institutionalist perspective, the municipalities as organizations are slow and do not adjust to change quickly. This is made clear in how some of the municipalities adjust the reform to fit the organization, rather than adjusting the organization according to the reform. The implementation of trust-based management in the municipalities have not resulted in the extinction of result-based management but is rather seen as an add-on to the already existing management forms.
