La presente tesis indaga en las políticas dirigidas desde el Estado a las juventudes del Perú durante el siglo XX, con un énfasis en el periodo post transición a la democracia vivido a comienzos del dos mil. Centra su interés de manera particular en las políticas implementadas por los gobiernos de los presidentes Toledo y García. Analiza y reconstruye las estructuras de poder político, así como el proceso histórico presente en la definión de las mismas. Incluye a las juventudes en este análisis como un sector social diverso y heterogeneo; pero marcado también por desigualdades y jerarquías. Constata que el interés en las políticas ha ido en paralelo al abandono de la discusión sobre las relaciones que las juventudes establecen con el poder. Ha obviado este asunto, sin tomar en cuenta que las políticas dirigidas a las juventudes son parte de relaciones de poder en las cuales las juventudes se ven inmersas; o que las demandas juveniles, en diferentes momentos históricos, generaron relaciones tensas con el Estado. La tesis asume como hipótesis de trabajo que el ocultamiento o invisibilización de las relaciones de poder, en las políticas dirigidas a ellas, estuvo determinado por los particulares vínculos establecidos entre Estado y juventudes, es decir, no respondió sólo a un interés, o discurso político ideológico, desde el Estado por legitimar su dominio entre las juventudes, sino que además las juventudes no son un sector social pasivo de intervenciones sino que en determinadas coyunturas constituye un actor social y político que también disputa, resiste, se repliega o es indiferente frente a las mismas, y por lo tanto, su involucramiento o abstención constituye una variable que entra en juego. Concluye interrogando si a futuro debemos continuar proponiendo políticas desde el Estado dirigidas a las juventudes o si más bien deberíamos asumir la tarea colectiva de que las juventudes incorporen como parte de sus vidas una preocupación por lo público (léase: hacer política) desde su diversidad, heterogeneidad, la complejidad que implica y la pluralidad que supone en tiempos como los que vivimos hoy. Palabras: Juventudes, políticas, Estado, poder, Ciencias Sociales. / --- This thesis investigates in the policies directed from the state to the youth of Peru during the twentieth century, with an emphasis on the period of transition to democracy in the two thousand. Interest focuses particularly on the policies implemented by the governments of Toledo and Garcia. Analyzes and reconstructs the structures of political power, and the definión of the same historical process. Youths in this analysis are a diverse and heterogeneous social sector; but also marked by inequalities and hierarchies. The thesis points out that the interest in politics has paralleled the abandonment of the discussion on the relationships with the power. It has not been taken into account that policies aimed at youths are part of power relations in which are immersed; or the youth demands in different historical moments, generated tensions with the state. The thesis takes as a working hypothesis that the concealment or invisibility of power relations, was determined by the relation the state and youth, ie, the youths are not social sector passive of interventions of state, in certain situations is a social and political actor. Also disputed, resists, folds or is indifferent to, and therefore, their involvement or abstention constitutes a variable that comes into play. It concludes questioning whether we should continue to propose State policies aimed at youths.
