Previous issue date: 2015-08-21 / This research is vinculated to the PUC-GOs Postgraduate Program, having as central
objective to analise a public policy of vocational training for poor women with low
educational level for access to work, the Thousand Women Program, which began in 2005 at
the Instituto Federal do Rio Grande do Norte (IFRN). From 2007 to 2010 this program was
expanded for the Federal Institutes of North and northeast regions and, by Ordinance No.
1,015 of July 21, 2011, occurred the second expansion, this time for the entire national
territory. The research intents to investigate the precepts about feminization of poverty, public
policy articulated productive inclusion and social function of the school and the effectiveness
of this program in the campuses of the IFG in 2011 to 2013 period. The problem of the
research set up in the following question: what challenges and results were perceived by
managers and teachers, from the point of view of implementation, over the IFGs campuses
offers? The qualitative approach was used in the realization of the documentary analysis,
bibliographic studies and review of the literature, as well as in the analysis of the perceptions
of the participants wich were collected through interviews and questionnaires. The research
obtained 17 interviews from the managers and 31 questionnaires from teachers who worked
on the program executed in 8 campuses of IFG. The historical materialist conception offered
the basis for reading the context, because it is considered that the work and the social relations
of production define the specific human being lie in history, establish the modes of production
of your existence and your knowledge. The field of public policies from the government and
the world of work and education are under the pressure forces from capitalism social control,
that introduces its essentially destructive logic, characterized by precariousness and exclusion

Löwy (1998), Saviani (2013). The study on conceptions of the role of women in society and
in the production chain founded in Del Priori and Bessanezi (2002), Manfred (2002),
Nogueira (2011), Swain (2009), Scott (2005). It is possible to understand the perception of
managers and teachers in the execution of the Program a thousand Women focus that drives
forces for changes but also there are forces which enhance the playback of the current
situation that keeps women in jobs less valued than those of men. / Esta dissertação está vinculada à Linha de Pesquisa Estado, Políticas e Instituições
Educacionais do Programa de Pós-Graduação da Pontifícia Universidade de Goiás. O objeto
de estudo é uma política pública de formação profissional de mulheres pobres e de baixa
escolaridade para o acesso ao trabalho, o Programa Mulheres Mil, que teve início em 2005 no
Instituto Federal do Rio Grande do Norte (IFRN). De 2007 a 2010, ampliou-se para os
Institutos Federais das regiões norte e nordeste e, mediante a Portaria nº 1.015 de 21 de julho
de 2011, foi ampliado novamente desta vez para todo o território nacional. O objetivo central
é investigar acerca de que preceitos sobre feminização da pobreza, políticas públicas
articuladas à inclusão produtiva e função social da escola fomentaram a adesão e a efetivação
desse programa nos campi do IFG no período de 2011 a 2013. O problema da pesquisa
configurou-se na seguinte indagação: Que desafios e resultados foram percebidos por
gestoras(es) e professoras(es) do Programa Mulheres Mil, do ponto de vista da execução e do
fazer pedagógico, no decorrer das ofertas nos campi do IFG? Para a pesquisa utilizou-se a
abordagem qualitativa na realização da análise documental, assim como na análise das
percepções das(os) participantes que foram colhidas através de entrevistas e questionários.
Foram obtidas 17 entrevistas de gestoras(es) e 31 questionários de professoras(es) que
atuaram em 8 campi do IFG que implementaram o programa no referido período. A
concepção materialista histórica ofereceu as bases para a leitura do contexto em estudo, pois
considera que o trabalho e as relações sociais de produção definem o ser humano concreto, o
situam na história, estabelecem os modos de produção de sua existência e de seu
conhecimento. O campo das políticas públicas regulam o mundo do trabalho e a educação
integrando as forças em que o controle social capitalista introduz sua lógica essencialmente
destrutiva, caracterizada pela precarização e exclusão da força de trabalho humana.
Subsidiaram esta discussão, os(as) autores(as) Antunes (2011), Bianchetti (1998), Bourdieu
(2001), Ciavatta (2009), Enguitta (1997), Frigotto (2010), Kuenzer (2011), Löwy (1998),
Saviani (2013). O estudo sobre concepções do papel da mulher na sociedade e na cadeia
produtiva fundaram-se em Del Priori e Bessanezi (2002), Manfredi (2002), Nogueira (2011),
Swain (2009), Scott (2005). É possível depreender da percepção de gestoras(es) e
professoras(es) que na efetivação do Programa Mulheres Mil incidem forças que
impulsionam para mudanças mas também há forças que reforçam a reprodução da situação
vigente que mantém as mulheres em postos de trabalho menos valorizados que os dos
homens.
