Previous issue date: 2006-07-04 / The present dissertation, entitled Young people and the Entrepreneurial Education:
what kind of speech is this? , intended to carry out a study about the entrepreneurial
speech and its aplicattion to the young. The entrepreneurial speech is ideologically
organized as a concept of world, in the sense introduced by Gramsci, and is based
on the premise that entrepreneurial education is the only way young people can face
the challenges and consequences of the process of capital internationalization,
specially the structural crisis of the wage-earning jobs, the increasing social
differences and exclusion, as well as material poverty. The implications of this
concept of world to the young worker has arisen some reflections: what is
entrepreneurship and what material base supports the emergence of its speech to
young people? How do entrepreneurial speech and youth protagonism relate in the
perspective of the international organisms? Towards what kind of young people are
the actions of empowerment for the youth proposed by these entities adressed, and
what is the approach given by these actions to the work and the job of the young?
What is entrepreneurial education, what is its purpose, and what are its basis? These
questions have been synthesized in the following problem: when, how and why do
young people appear in the speech of entrepreneurship? This dissertation,
methodologically speaking, was developed as a bibliographical and a documentary
research and was supported, theoretically, in the concept of ideology, in Gramsci. It
helps understanding how the conception of entrepreneurship has spread out so
widely in the education of the young worker. Such speach is based on the logic used
by international organisms. According to these organizations, fighting against
poverty, specially in the peripheral countries of capitalism, must be carried out by
means of the empowerment of the youth. By doing so, these young people would
turn out to be agents of transformation and development, modifying the content and
changing the sense of the so-called youth protagonism . As the analysis covers its
way to understand the constitution, the historical relevance and the basis of
persuasion of the speech of the education of young entrepreneurs, it reached the
conclusion that this orientation, under the excuse of helping make a dream come true
and helping achieve personal and professional success, spreads a thesis that
intends to be the solution for the labor problem of the young. But, in fact, its real
effect is to reinforce his condition as a protagonist entrepreneur and as the only
responsible for his survival and for the economic development of the community that
he belongs to, disclosing a pragmatic and ideological speech, that strengthens
individualism, typical element of the neoliberal rationality. / A presente dissertação, intitulada Jovens e Educação Empreendedora: que
discurso é esse? , objetivou desenvolver um estudo a respeito do discurso do
empreendedorismo e seu direcionamento aos jovens. O discurso empreendedor
organiza-se ideologicamente como uma concepção de mundo, no sentido dado por
Gramsci, e vale-se da premissa de que a educação sob a ótica empreendedora é a
única saída para o jovem enfrentar os desafios e as conseqüências do processo de
internacionalização do capital, especialmente a crise estrutural do trabalho
assalariado, a crescente desigualdade e exclusão social, assim como a pobreza
material. As implicações dessa concepção de mundo para o jovem trabalhador
suscitaram algumas reflexões: o que é o empreendedorismo e em que base material
sustenta-se a emergência de seu discurso para os jovens? Qual a relação entre o
discurso empreendedor e o protagonismo juvenil na perspectiva dos organismos
internacionais? A que jovens se destinam, prioritariamente, as ações de
empoderamento da juventude propostas por essas entidades, e qual o seu enfoque
quanto ao trabalho e ao emprego do jovem? O que é educação empreendedora,
qual o seu propósito, e, quais as bases de sua fundamentação? Essas questões
foram sintetizadas no seguinte problema: quando, como e por que os jovens
aparecem no discurso do empreendedorismo? Essa investigação pautou-se, no
aspecto metodológico, pela pesquisa bibliográfica e documental e sustentou-se,
teoricamente, no conceito de ideologia em Gramsci, o que possibilitou a
compreensão de como se difunde a concepção empreendedora para a educação do
jovem trabalhador. Tal concepção encontra lastro na lógica dos organismos
internacionais, ao sustentarem que o combate à pobreza, em especial nos países
periféricos do capitalismo mundial, deve se dar por meio do empoderamento da
juventude, cujo propósito é o de tornar o jovem um agente de transformação e
desenvolvimento, alterando o conteúdo e atribuindo um novo sentido para o que se
entende por protagonismo juvenil. Ao orientar a análise no sentido de compreender
a organicidade, a pertinência histórica e os fundamentos de persuasão do discurso
de formação de jovens empreendedores, chegou-se à conclusão de que essa
orientação, sob o argumento da realização do sonho e do sucesso pessoal e
profissional, dissemina uma tese que pretende ser a solução para o trabalho do
jovem, mas que, na verdade, vem naturalizar a sua condição de protagonista
empreendedor, único responsável por sua sobrevivência e pelo desenvolvimento
econômico da coletividade a que pertence, revelando-se um discurso pragmático e
ideológico, que reforça o individualismo próprio da racionalidade neoliberal.
