Previous issue date: 2013-12-03 / This dissertation on rural workers and social security, in Goiânia metropolitan region
has as its object of study the challenges faced by rural workers in ensuring social
protection retirement age between 2009 and 2012. This dissertation aims to know,
understand, reflect and analyze the difficulty that rural workers face to get to retire by
age due to insufficient or inconsistent documentation proving the exercise of the
activity of (specially insured) or lack of fifteen years of contribution. It is proposed to
understand the public policy that supports the care of this segment within the
capitalist system in the contemporary world. The subjects of this research are rural
workers called special insured to whom the law does not require the direct
contribution, they perform their activities with their families in the so-called regime of
subsistence economy that cares to daily employees and laborers. The interest in
conducting this study is linked to my everyday experience as a social worker, working
directly with the insured. And the need to reflect the reason for the failure in
presenting the documentation required by the local authority to apply for the benefit
by age. Denying the right to require the benefit is one of the expressions of social
issues presented historically, in which workers are prevented from enjoying the rights
provided by law, like, retirement, among others, having to resort to the courts in order
to get their right in their old age. / A presente dissertação sobre o trabalhador rural e a previdência social, realizada em
Goiânia-GO e na região metropolitana, tem como objeto de pesquisa os desafios
enfrentados pelo trabalhador rural para garantia de proteção social aposentadoria
por idade, no período de 2009 e 2012. O objetivo é conhecer, entender, refletir e
analisar a dificuldade com que o trabalhador rural se depara para conseguir-se
aposentar por idade, em razão de insuficiência ou inconsistência de documentação
que prova o exercício de atividade de segurado especial ou carência de quinze anos
de contribuição. Propõe-se entender as políticas públicas que embasam o
atendimento a esse segmento, no âmbito do sistema capitalista no mundo
contemporâneo. Os sujeitos de pesquisa foram trabalhadores rurais empregados, os
segurados especiais, aos quais a lei dispensa a contribuição direta, por exercerem
suas atividades junto com suas famílias, no chamado regime de economia de
subsistência, que atende a volantes e diaristas. O interesse em realizar este estudo
vincula-se à experiência profissional cotidiana como assistente social, atuando
diretamente com o segurado, à necessidade de refletir o motivo da não
comprovação da documentação exigida pela autarquia quando requer o benefício
por idade. O direito negado a esse benefício é uma das expressões da questão
social apresentada historicamente, uma vez que trabalhadores são impedidos de
usufruírem dos direitos assegurados por lei, dentre eles, a aposentadoria, tendo que
recorrer a instâncias judiciais a fim de obtê-la em sua velhice.
