Defesa: Curitiba, 27/03/2015 / Inclui referências / Resumo: Este trabalho busca investigar a organização política, administrativa e judiciária durante o domínio holandês do nordeste do Brasil, entre 1630 e 1654. Para tal, procede-se uma análise da organização político-jurídica em Portugal e nas Províncias Unidas, de forma a buscar a conjuntura do período e descobrir possíveis influências no Brasil. Destaque para os Concelhos Camarários, afinal, sob a vigência da Ordenação de 1629, as Câmaras Municipais portuguesas permanecem atuando mesmo sob domínio holandês. Em 1637, passa a viger a Instrução e se formam as Câmaras de Escabinos, instituição híbrida e que evidencia a circularidade da cultura jurídica entre Portugal e Holanda. Com o inicio da revolta e da restauração, gradativamente as câmaras municipais e a vereação portuguesa voltam a ativa, sob a vigência da Instrução de 1645. PALAVRAS-CHAVE: Brasil holandês, câmaras municipais, escabinos, cultura jurídica. / Abstract: The following dissertation's objective is to investigate the political, administrative and legal organization during Dutch domination of the northeast of Brazil, between 1630-1654. For such purpose, an analysis of the administrative organization of the Portuguese Empire and the Republic of United Provinces is made, capturing the conjuncture and discovering possible influences of both systems in Brazil. Under the Order of Government of 1629, Portuguese municipal councils remained active. In 1637, with the Instruction of 1637, councils of schepens are formed, a hybrid institution, that shows the circularity of legal culture at the time. With the beginning of the revolt and Portuguese restoration; gradually the Portuguese councils start to appear, under the Instruction of 1645.
