Defesa: Curitiba, 08/08/2016 / Inclui referências : f. 173-178 / Resumo: Esta dissertação apresenta um panorama do uso de tecnologias digitais pelas escolas públicas de Educação Básica, municipais e estaduais. O levantamento, realizado em 2012, permitiu confirmar que, no Brasil, o fabuloso acervo de recursos educacionais digitais, armazenado e disponível na web, vem sendo sonegado aos professores e alunos das escolas públicas de Educação Básica. Algumas experiências, porém, no âmbito do Projeto ProInfo, do Ministério da Educação (MEC), como a do Projetor Multimídia, e do programa Paraná Digital, da Secretaria de Estado da Educação do Paraná (SEED-PR), como a da TV Multimídia, tentaram criar condições para a superação do estágio pré-digital da educação brasileira. Partindo dessas experiências, especialmente a da TV Multimídia, este estudo analisou suas limitações à luz do princípio da universalidade e propôs, de modo exemplificativo, alternativas de softwares e de hardwares, que permitissem assegurar o uso compartilhado de recursos digitais em todas as salas de aula das escolas públicas, mesmo em escolas com internet de baixa qualidade, ou sem internet. Dentre as soluções, encontram-se aquelas que possibilitam ampliar as funcionalidades e a vida útil do Projetor Multimídia e da TV Multimídia, bem como uma proposta concreta para sua substituição. Trata-se de uma proposta economicamente viável, formada por recursos disponíveis no mercado, de baixa manutenção, de fácil e barata atualização, de operação simples e intuitiva e que se justifica pelos resultados educacionais apurados. Palavras-Chave: Informática na educação; TV Multimídia; Conteúdos digitais. / Abstract: This dissertation presents a panoramic view above the use of digital technology by Basic Education's public schools, in the municipal and state sphere. The survey, conducted in 2012, confirmed that, in Brazil, the wonderful collection of digital educational resources, stored and available on the Web, has been withheld from teachers and students of Basic Education's public schools. Some experiences, however, of the ProInfo project, from the Ministry of Education (MEC), like the Multimedia Projector, and of the Digital Paraná program, from the Paraná's State Department of Education (SEED-PR), like the Multimedia TV, have tried to raise conditions to overcome the Brazilian education's pre-digital stage. From these experiences, specially from the Multimedia TV one, this dissertation examined the limitations of each, under the light of the principle of universality, and proposed, in an exemplarily way, software and hardware alternatives to ensure the shared use of digital resources in all public schools' classrooms, even in schools with low quality internet, or with no internet connection at all. Among the solutions there are those which will let the Multimedia Projector and the Multimedia TV's functionalities and lifespan expand, and also there is a concrete proposal for their substitution. It is an economically viable proposal, composed by resources that are available in the market, with low need of maintenance, of easy and cheap actualization, intuitive and easy operation, and it is justified by the obtained educational results.
