Defesa: Curitiba, 15/05/2015 / Inclui referências : f. 96-99 / Resumo: O IASC (Inter-Agency Standing Committee) foi criado em Junho de 1992 pela resolução 46/182 da Assembleia Geral das Nações Unidas. Com o objetivo de reforçar a assistência humanitária global, o IASC é descrito como um fórum de coordenação, desenvolvimento de políticas e tomada de decisão envolvendo parceiros humanitários, sejam eles oriundos das Nações Unidas ou não. Um estudo sobre o IASC permite entender como as organizações e agências atuam em situações de emergência humanitária. Assim, o objetivo deste trabalho é examinar a atuação do IASC no Haiti no período de 2010 a 2012, que representa o imediato pós-terremoto, buscando entender os problemas de coordenação enfrentados nesse contexto. A hipótese do trabalho é que a conjuntura haitiana coloca obstáculos a uma resposta humanitária adequada. O presente trabalho possui caráter majoritariamente qualitativo, pois envolve a obtenção de dados descritivos sobre uma determinada realidade. As conclusões mostram que o IASC tem interagido com a MINUSTAH (missão da ONU presente no país desde 2004), porém enfrenta problemas de coordenação na resposta humanitária no Haiti. Palavras-chave: IASC; Haiti; MINUSTAH; Coordenação; Resposta humanitária. / Abstract: The IASC (Inter-Agency Standing Committee) was created in June 1992 by the 46/182 General Assembly Resolution. Aiming at reinforcing the global humanitarian assistance, IASC is described as a forum for coordination, development of politics and decision making involving humanitarian partners either from the United Nations or not. A study about the IASC promotes the understanding of how organizations and agencies act in humanitarian emergencies. With that said, the goal of this work is to examine de work of IASC in Haiti from 2010 to 2012, representing the immediate post-earthquake, aiming to understand the problems of coordination faced in this context. The hypothesis is that the Haitian conjuncture sets barriers to an adequate humanitarian response. The present work is largely qualitative since it involves the obtaining of descriptive data on a given reality. The concluding notes show that IASC has interacted with MINUSTAH (United Nations Mission Stabilization in Haiti, present in Haiti since 2004) however, it is facing problems of coordination in the humanitarian response in Haiti.
