Previous issue date: 2017-08-28 / The integration process of Brazil into Mercosur based on the guidelines of by art. 4 of the 1998 Constitution of the Federative Republic of Brazil is the subject matter of this paper. In view of this, we analyze the repercussions arising from the integration process Brazil has undergone since 1991, and show that these repercussions resulted in the need of adaptations in the regulation of Higher Education inherent to a structure of integration under construction and that, by transcending international commercial relations, it aims to develop actions to favor scholars from each Member State, expecting that their Higher Education systems are brought to line with each other on issues that allow the free and safe circulation of those scholars in the Higher Education Institutions within Mercosur. The methodology used is based on investigative strategies: bibliographic analysis, being classified as a qualitative and quantitative research, centered around the analysis of integration theories and acts preferably practiced within the scope of the Educational System of Mercosur. The findings reveal the need of constant adaptations in the regulation of Higher Education among Mercosur Member States, until a regional education environment is built which communicates more easily and expands the correspondence among educational laws in each country in the bloc.

Regulation of higher education in Mercosur. / O processo de integração do Brasil ao Mercosul com base nas diretrizes elencadas no art. 4º da CRFB/1988, é o objeto de estudo deste trabalho. Em vista disso, analisam-se as repercussões decorrentes do processo de integração a que o Brasil se submeteu a partir de 1991 até os dias atuais e demonstram-se que essas repercussões resultaram na necessidade de adequações na regulação do ensino superior inerentes a uma estrutura de integração em construção e que, ao transcender as relações interestatais comerciais, visa desenvolver ações para beneficiar os acadêmicos de cada Estado Parte, na perspectiva de que seus sistemas de ensino superior se afinem pelas questões que permitam a livre e segura circulação dos acadêmicos nas Instituições de Ensino Superior (IES) do Mercosul. A metodologia utilizada assenta-se nas estratégias de investigação: análise bibliográfica, classificando-se como pesquisa de natureza qualitativa e quantitativa, centrada na análise de teorias de integração e dos atos preferencialmente praticados no âmbito do Sistema Educacional do Mercosul. As respostas obtidas revelam a necessidade de constantes adequações na regulação do ensino superior entre os Estados Partes do Mercosul, até que se construa um ambiente educacional regional que dialogue com mais facilidade e amplie a correspondência entre as legislações educacionais de cada país do bloco.
