Previous issue date: 2011-07-20 / This article discusses the civil police agency in the city of Teresina-PI, seeking to identify the actual working conditions faced by police officers and major mental illness suffered by these servers, with the north the institutional duties of action of these agents and the quality of public service offered to the community. Its scope also researching the possibilities of carrying out police work in an extremely hostile work environment, where the agents responsible for securing and protecting rights they themselves have their rights to health and human dignity respected, essential and inalienable rights from the perspective a democratic, modern state. It was concluded that the civilian police agency Teresina-PI which plays an essential role in maintaining order and ensuring the realization of fundamental rights resisted heroically, in view of the neglect and lack of commitment by governments that alternate in contaminating your structure with political interference and mismanagement of scarce resources, hence the need for all its institutional structure to be rethought. Since these changes should not occur on an ad hoc or isolated, but in a way to involve the whole society by breaking paradigms centuries established the institution responsible for promoting public safety.

Democratic State. / O presente trabalho aborda a instituição policial civil do município de Teresina-PI, procurando identificar as reais condições de trabalho enfrentadas pelos policiais civis e as principais doenças mentais sofridas por esses servidores, tendo como norte os deveres institucionais de atuação desses agentes públicos e a qualidade do serviço oferecido para a comunidade. Tem por escopo, ainda, pesquisar as possibilidades de realização do trabalho policial em um ambiente de trabalho extremamente hostil, onde os agentes responsáveis para garantir e proteger direitos têm eles mesmos seus direitos à saúde e à dignidade humana desrespeitados, direitos essenciais e irrenunciáveis na perspectiva de um Estado moderno e democrático. Concluiu-se que a instituição policial civil de Teresina-PI que exerce um papel essencial na manutenção da ordem e na garantia da concretização dos direitos fundamentais resiste heroicamente, tendo em vista o descaso e ausência de comprometimento dos governos que se alternam em contaminar a sua estrutura com ingerências políticas e má gestão de parcos recursos, daí a necessidade de toda a sua estrutura institucional ser repensada. Sendo que essas mudanças não devem ocorrer de forma pontual ou isolada, mas de uma maneira a envolver toda a sociedade por meio da quebra de paradigmas secularmente estabelecidos à instituição responsável em promover segurança pública.
