that children and adolescents are the victims in most violence among family members, in the form of abuse, negligence and/or abandonment and of collective violence, also known as structural violence. To confront the problem constitutes challenges for the administrators, professionals, and the civil society. The objective of this research administrators carry out policies focused on confronting the violence in the group of children and adolescents. A qualitative approach, descriptive study, using a semi-structured interview to produce the data from 2010-2011. Twenty-five administrators in the areas of education, social assistance, and public safety located in the metropolitan area of Fortaleza, Ceará, Brazil participated in the study. The
administrators were questioned regarding the violence scene in their municipalities,
the politics implemented for the prevention and the confrontation of the problem, the
actions developed, and the difficulties found to develop the actions. The content
analysis used analytic literature of the data resulting in four thematic categories:
representation of the violence, determinant factors, forms of confrontation and
difficulties found. The data was discussed using periodicals, programs, reports, plans
and politics related to the theme. The results pointed to a difficult reality that the
municipalities go through, in reference to the amplitude of the phenomenon. Sexual
abuse, negligence, and child labor were the most evident forms. As to predispose
conditions, the prominence is the social context by way of the social family context
deflagrated by the absence of the family nucleus and the drug diction. We identified a
miscellaneous of actions, projects, and programs developed in the municipalities with
the objective of projecting and obligating that the rights of the children and
adolescents be followed. However, discord occurs in the discussions as to the
manner to confront the problem. Many administrators admit that the actions happen
in a non-systematic, primary, punctual manner. The limited public resources, the lack
of sectorial integration, the delay of the judiciary system, the lack of public policies
focused on drug diction a the lack of preparation of some administrators were some
of the difficulties confronted by the administration that make it difficult to develop the actions. We found that the desired confrontation towards the violence against
children and adolescents at the municipal level is still being constructed. The multicause characteristic of the phenomenon requires a firm; responsible; above all,
integrated position to the governmental segments that should be concerned in combating the iniquities associated to the genesis and amplitude of the problem. / Publicações da Organização Mundial de Saúde acerca da estratificação da violência
declaram que crianças e adolescentes são as maiores vítimas da violência intrafamiliar, na forma de maus-tratos, negligência e/ou abandono e da violência coletiva, também chamada de estrutural. O enfrentamento do problema constitui-se em desafios para os gestores, profissionais e sociedade civil. A pesquisa objetivou analisar de que modo os gestores municipais operacionalizam políticas voltadas para o enfrentamento da violência no grupo de crianças e adolescentes. Utilizamos a abordagem qualitativa, com tipo de estudo descritivo, apropriando-se da entrevista semiestruturada para a produção de dados, no período de 2010-2011. Participaram do estudo 25 gestores das áreas da educação, assistência social e segurança pública inseridos na Região Metropolitana de Fortaleza. Os gestores foram indagados sobre o cenário da violência em seus municípios, as políticas implantadas para a prevenção e o enfrentamento do problema, as ações desenvolvidas e as dificuldades vivenciadas no desenvolvimento das ações. A análise de conteúdo instrumentalizou a leitura analítica dos dados, resultando em quatro categorias
temáticas: representações da violência, fatores determinantes, formas de enfrentamento e dificuldades encontradas. Os dados foram discutidos por meio de periódicos, programas, relatórios, planos e políticas relacionados com o tema. Resultados apontaram para uma difícil realidade vivenciada pelos municípios, no que se refere à amplitude do fenômeno. O abuso sexual, a negligência e o trabalho infantil foram às formas mais evidentes. Como condições predisponentes destacaram-se o contexto social, por meio da desigualdade socioeconômica, o contexto familiar deflagrado pela ausência de um núcleo familiar e a drogadicção. Identificamos uma miscelânea de ações, projetos e programas desenvolvidos nos municípios com o objetivo de resguardar e fazer cumprir os direitos das crianças e
adolescentes, no entanto, ocorreram divergências nos discursos quanto às formas de enfrentamento do problema. Diversos gestores admitiram que as ações acontecem de forma assistemática, primária e pontual. A escassez de recurso público, a falta de integração setorial, a morosidade da justiça, a falta de políticas públicas voltadas para a drogadicção e o despreparo de alguns gestores foram alguns percalços enfrentados pela gestão que dificultam o desenvolvimento das ações. Constatamos que o desejável enfrentamento da violência contra crianças e adolescentes em nível municipal ainda está em construção. O caráter multicausal do fenômeno exige posicionamento firme, responsável e, acima de tudo, integrado aos segmentos governamental que devem preocupar-se em combater as iniquidades associadas à gênese e amplitude do problema.
